Starting from August 2022, a number of new support policies and penalties will come into effect in Vietnam. Being unaware of these policies may result in a loss of benefits or unexpected fines. Let’s take a look at these 7 new policies and penalties:
1 Early Withdrawal from Savings Accounts Still Earns High Interest
Circular No. 04/2022/TT-NHNN has adjusted some regulations related to the application of interest rates when withdrawing deposits before maturity. Accordingly, the new Circular states that if a partial withdrawal is made from a deposit account, the maximum interest rate applied will be the same as the interest rate for non-term deposits of the credit institution for that type of customer or currency.
The remaining balance will be subject to the interest rate applied to the deposit account from which the partial withdrawal was made. In summary, if a customer makes a partial withdrawal, only the withdrawn portion will be subject to the lower interest rate, while the remaining balance will retain the original interest rate. This policy took effect on August 1, 2022.

2 Electronic Toll Collection Implemented on All Expressways
Starting August 1, the Ministry of Transport and local authorities will implement electronic toll collection (ETC) on all expressways. Drivers who enter the expressway without an ETC card will be fined according to regulations, specifically, a fine of VND 2-3 million and suspension of their driving license for 1-3 months.

3 Fines for Not Sorting Household Waste
This regulation took effect on August 25, 2022. Specifically, Clause 1, Article 26 of Decree No. 45/2022/ND-CP stipulates:
Fines ranging from VND 500,000 to VND 1,000,000 will be imposed on households and individuals who do not sort solid household waste or use appropriate waste containers as required.

4 Fines for Burning Crop Residues Near Residential Areas and Major Roads
The government has issued Decree No. 45/2022/ND-CP, which took effect on August 25, 2022, and replaced Decree No. 155/2016/ND-CP and Decree No. 55/2021/ND-CP.
Specifically, the Decree stipulates fines ranging from VND 2,500,000 to VND 3,000,000 for the act of burning crop residues outdoors near residential areas, airports, and major roads.
Fines ranging from VND 10 million to VND 15 million will be imposed for failing to register, inventory, report, and manage information about chemicals, pesticides, and veterinary drugs in accordance with regulations, as well as for using these substances in a manner that causes environmental pollution.

Fines ranging from VND 30 million to VND 50 million will be imposed for failing to conduct an assessment of the control of chemicals, pesticides, and veterinary drugs in accordance with regulations.
Fines ranging from VND 50 million to VND 70 million will be imposed for using expired or unregistered pesticides, veterinary drugs, or chemicals, which causes environmental pollution.
Fines ranging from VND 50 million to VND 100 million will be imposed for importing hazardous chemicals or materials containing hazardous chemicals without meeting environmental protection requirements.
The Decree also stipulates penalties for acts that cause prolonged environmental pollution of land, water, and air. Specifically, fines ranging from VND 40 million to VND 50 million will be imposed for discharging toxic chemicals into the environment in violation of environmental protection regulations.
5 Housing Support for Poor and Near-Poor Households
Circular No. 01/2022 of the Ministry of Construction provides guidance on housing support for poor and near-poor households in communes under the National Target Program for Sustainable Poverty Reduction for the period 2021-2025, which took effect on August 15, 2022.
The support is intended for poor and near-poor households on the list managed by the People’s Committee at the commune level, who have been residing in the commune for at least 3 years since the National Target Program for Sustainable Poverty Reduction for the period 2021-2025 took effect.
The beneficiaries of this housing support do not include households that have received housing support under the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2021-2030 and other programs, schemes, or policies.

6 Salary Scale for Library Staff
Circular No. 02/2022/TT-BVHTTDL stipulates the code of professional standards and salary scales for library staff, and took effect on August 15, 2022.
According to Article 9 of Circular No. 02, the salary scale for library staff is as follows:
- Category I: Salary scale is the same as that of A3 type civil servants, group 2, with a salary coefficient of 5.75 to 7.55, equivalent to a monthly salary of VND 9,238,000 to VND 11,920,000.
- Category II: Salary scale is the same as that of A2 type civil servants, group 2, with a salary coefficient of 4.00 to 6.38, equivalent to a monthly salary of VND 6,556,000 to VND 10,102,000.
- Category III: Salary scale is the same as that of A1 type civil servants, with a salary coefficient of 2.34 to 4.98, equivalent to a monthly salary of VND 2,486,000 to VND 7,420,200.
- Category IV: Salary scale is the same as that of B type civil servants, with a salary coefficient of 1.86 to 4.06, equivalent to a monthly salary of VND 2,771,400 to VND 6,049,400.

7 New SIM Cards Must Be Verified with the National Population Database
On June 15, the Government Office issued Notification No. 174 on the conclusion of Deputy Prime Minister Vu Duc Dam at the meeting on connecting subscriber information with the National Population Database.
Accordingly, from August 1, 2022, new mobile subscribers must undergo verification with the National Population Database to address the issue of SIM card fraud.
The Ministry of Public Security will take the lead in coordinating with the Ministry of Information and Communications and telecommunications businesses to unify regulations on the implementation of new subscriber numbers, review the legal basis, and select solutions for data verification and matching to ensure uninterrupted business operations for telecommunications businesses and related sectors that use mobile phone numbers.
