The End of an Era: Prepare for the Retirement of the Household Registration Book by Doing These Two Things Now

Before January 1, 2023, all citizens are advised to take note of the following two important matters regarding the upcoming discontinuation of the traditional household registration paper booklets:

As we move closer to the 4.0 technology era, everything is gradually being digitized. The same goes for household registration books, as from January 1, 2023, paper household registration books and temporary residence books will no longer be valid. Let’s find out what we need to do before the household registration books become obsolete!

To avoid being caught off guard by this significant change, citizens need to do the following two things:

1Register to update population information on the national database

According to Clause 3, Article 38 of the 2020 Law on Residence, the residence registration agencies will collect household registration books and temporary residence books and update the population information on the national database when citizens complete the residence registration procedures. Therefore, the national database will be considered the electronic household registration book for all citizens.

The national database is a digitized system that contains all the information of Vietnamese citizens, similar to the household registration book, to facilitate transactions between individuals, agencies, and the state more conveniently and quickly.

2Apply for an electronic ID card when reaching the specified age

The electronic ID card with an embedded chip will serve as a tool for the police to identify your personal identification number, making it easier to access and modify your information in the national database. Each individual will be assigned a unique personal identification number by the Ministry of Public Security.

Note that the old 9-digit identification number cannot provide your personal identification number, making it challenging to complete administrative procedures.

Therefore, those who have not done the above two things need to act quickly to avoid difficulties in completing administrative procedures in the future.
