According to the 2024 University Enrollment Regulations, the priority score policy is specified as follows:
- Candidates from Region 1 (KV1) receive a bonus of 0.75 points: This includes extremely difficult communes in remote, mountainous, ethnic minority, border, and island areas; and special security zones covered by Program 135 as stipulated by the Prime Minister.
- Region 2 (KV2) candidates receive a bonus of 0.25 points: This includes districts and towns outside the central cities under the jurisdiction of the central government or provincial cities, excluding KV1 areas.
- Region 3 (KV3) candidates do not receive any bonus points: This includes districts within the central cities under the jurisdiction of the central government.
- Region 2 Rural (KV2-NT) candidates receive a bonus of 0.5 points: This includes areas that do not fall under KV1, KV2, or KV3.

There are two groups of priority categories: Priority Group 1 (UT1) and Priority Group 2 (UT2).
UT1 candidates receive a bonus of 2 points, including:
- Vietnamese citizens of ethnic minorities with a permanent residence during their high school or intermediate education for over 18 months in KV1.
- Direct production workers with at least 5 years of continuous service, including at least 2 years as provincial-level labor champions, recognized and awarded a certificate of merit.
- Candidates who are war invalids, diseased soldiers, or individuals with certificates entitling them to the same benefits as war invalids.
- Individuals who served as non-commissioned officers, soldiers, or conscripts in the People’s Police Force for at least 12 months in KV1 or 18 months in other regions, or those who have completed their service as stipulated.
- Children of war invalids or martyrs, or individuals whose parents were exposed to toxic chemicals during the resistance war and have a reduction in their working capacity of 81% or more. Also included are children of individuals who were exposed to toxic chemicals during the war and are currently receiving monthly allowances.
- Children of Heroes of the People’s Armed Forces or Heroes of Labor during the resistance war.
UT2 candidates receive a bonus of 1 point, including:
- Youth volunteers who were sent to study.
- Individuals who served as non-commissioned officers, soldiers, or conscripts in the People’s Police Force for at least 12 months in KV1 or 18 months in other regions.
- Chief or deputy chief of the military command at the commune, ward, or township level; or those who served as village chiefs or squad leaders of the self-defense force for at least 12 months and are applying for the military base sector. Note that the maximum period for enjoying the priority score regime is 18 months from the date of signing the discharge decision to the date of enrollment application.
- Vietnamese citizens of ethnic minorities with a permanent residence outside the areas of UT1 candidates.
- Severely disabled individuals as confirmed by the competent authority.
- Teachers with at least 3 years of teaching experience applying for teacher training programs.
- Nurses, orderlies, pharmacy assistants, or nurses with an intermediate-level pharmacy degree and at least 3 years of work experience applying for related majors.

How to Calculate Priority Scores for University Enrollment in 2024
The year 2023 marked the first application of the new priority score calculation method for the national high school exam and university enrollment. This method will be similarly applied in 2024, as follows:
Priority score for a candidate = [(30 – total score obtained by the candidate) / 7.5] x Total priority score determined as usual.
For candidates with actual scores of 22.5 or higher (on a scale of 10, with a maximum total score of 30), the priority score will gradually decrease to 0 as the candidate’s actual total score reaches 30.
Applying the above formula:
A candidate from KV1 who achieves an actual score of 22.5 or lower will receive a bonus of 0.75 priority points. If they score 27 actual points, their priority bonus will be 0.3; and with 29 actual points, their bonus will be 0.1 priority points.
