The process of issuing new and replacing Citizen Identification Cards (CCCD) with chips is currently being expedited nationwide, with an expected target of issuing approximately 50 million CCCD chips by July 1, 2021.

If you’re planning to get a new CCCD, make sure to read through the notes and tips we’ve compiled in this article to cut your CCCD processing time in half.

1 Prepare All Necessary Documents and Cash

When applying for a new Citizen Identification Card, make sure you have the following documents with you:

  • Original household registration book for officials to verify and cross-reference your residential information.
  • Identification Card
  • Birth Certificate (original or certified true copy)

In case of a lost birth certificate, visit your local Ward People’s Committee where the birth was registered or your place of residence for guidance on obtaining a new one before proceeding with the new CCCD application.

Additionally, don’t forget to bring cash for the processing fee:

  • The fee for issuing a CCCD chip is 15,000 VND per card until June 30, 2021, and will increase to 30,000 VND per card starting July 1, 2021.
  • For replacements due to damaged cards or information changes, the fee is 25,000 VND per card until June 30, 2021, and will increase to 50,000 VND per card afterward.

There is also an optional delivery service for your new CCCD, which costs an additional 30,000 VND, depending on your area.

2 Pre-register for CCCD Online

You can now pre-register for a CCCD chip through three methods: hotline, website, or Zalo application. Provide the necessary information through the chosen platform, and then bring your documents to the appropriate office to complete the process.

From my experience, if you have the option to schedule an appointment, try to avoid peak hours like 8-9 AM or 5-6 PM as the waiting time during these periods can be quite long, often lasting 2-3 hours.

Additionally, if your local Ward People’s Committee offers extended hours until 11 PM, it’s a good idea to drop by an hour or two earlier to assess the crowd. If it’s not too busy, go ahead and register—the entire process could take as little as 10 minutes.

3 Dress Neatly and Groom Yourself

While there will be a mirror and a comb provided at the office for last-minute touch-ups, the high volume of people may not allow for much time to focus on your appearance.

My advice is to always be photo-ready by doing the following:

  • Bring your own mirror and comb to maintain your appearance while waiting.
  • If you have bangs, pin them up to avoid touching your eyebrows, or use a hairspray to keep them neatly in place.
  • Light makeup is acceptable, but avoid dewy, highlighted looks as they may make your face appear oily in photos. Similarly, opt for matte lipsticks in nude or light pink shades instead of glossy red lips.
  • As for attire, a shirt with a collar is recommended—avoid off-shoulder or collarless styles.

4 Bring Tissue Paper and Baby Powder

Waiting in long queues can be sweaty business, so tissue paper and baby powder will come in handy to freshen up your face and absorb excess oil.

These items are also useful for those with sweaty palms or faint fingerprints, as they help dry your hands quickly before the fingerprinting process.

5 Minimize Phone Usage

Waiting can be boring, but try to refrain from excessive phone usage to play games, watch movies, or listen to music. Many people have missed their turn due to being too engrossed in their phones, causing delays for both officials and other applicants.

Instead, stay alert and listen for your name to be called to ensure a smoother and faster process for everyone involved.
