In terms of implementation principles, the additional income is based on the capacity and work efficiency of officials, civil servants, and public employees within their respective agencies and units. The heads of these units are responsible for evaluating and determining the eligibility according to regulations.

The process of implementing this additional income must ensure objectivity, transparency, and openness.

The financial source for this additional income comes from the surplus of salary reform funds in the budgets of various levels. This ensures that there are sufficient resources to carry out salary reforms for the entire period of budget stability as mandated by the competent authorities. It also guarantees the implementation of social, social security, and welfare policies issued by the Central Government.

The financial source for the additional income of an agency or unit is calculated by multiplying the basic salary fund (including salary by rank and position) by the deduction rate decided by the Hanoi City People’s Council.

In 2025, the deduction rate for creating the financial source to implement the additional income is set at 0.8 times the basic salary fund.

From the beginning of the next budget stability period, based on the surplus of salary reform funds, the Hanoi People’s Committee will report and propose to the People’s Council for consideration and decision on the deduction rate for creating the financial source for implementing additional income for the whole period and each year, but not exceeding 0.8 times the basic salary fund.

In case there are fluctuations in the salary reform fund that affect the current deduction rate, the Hanoi People’s Committee shall report and propose a changed deduction rate for the People’s Council to consider and decide at the nearest session.

Proposal for the distribution of additional income within agencies and units

The proposal for distributing the additional income within agencies and units is as follows: 0.5 times the basic salary fund will be used for monthly additional income for all eligible officials, civil servants, and public employees in the unit, based on their current salary rank and position. The remaining 0.3 times the basic salary fund will be used for year-end additional income for officials, civil servants, and public employees who are evaluated and ranked annually as completing their tasks or higher.

The heads of agencies and units are responsible for concretizing the distribution plan for officials, civil servants, and public employees who are evaluated and ranked annually, ensuring that the distribution of additional income follows the principles set out in this resolution and the provisions of the Law on the Capital.
