The Hanoi Social Insurance (SI) proposal outlines the groups expected to receive support for voluntary social insurance and health insurance (HI) enrollment. These include individuals from poor or near-poor households, those who have recently transitioned out of poverty, the elderly aged 60 to under 75, people with disabilities, ethnic minorities, students from underprivileged backgrounds, and households engaged in agriculture, forestry, and fisheries with a middle-income status, all residing within the city.

Currently, Hanoi is home to around 1.1 million individuals aged 60 and above. Of these, 636,746 seniors have been provided with HI cards funded by the SI fund or the state budget. Additionally, 330,740 elderly individuals are enrolled in HI through their household registration, with an average annual support of about VND 804.6 billion. However, approximately 158,970 seniors in the city are still without HI cards.

There are 112,313 people with disabilities in Hanoi, 101,037 of whom have been issued HI cards due to their severe disabilities. For middle-income households in agriculture, forestry, and fisheries, 8,857 individuals are currently covered by HI, and 95,143 are enrolled in voluntary social insurance. The average annual budget support for these groups amounts to approximately VND 34.3 billion.

Starting July 1, 2024, the base salary will increase from VND 1.8 million to VND 2.34 million per month, leading to a corresponding rise in HI contributions. This adjustment may create financial challenges for vulnerable groups, including those who have recently escaped poverty, people with disabilities, students from underprivileged backgrounds, ethnic minorities, elderly individuals without pensions or social allowances, and middle-income households.

Therefore, increasing the support for HI contributions is essential to alleviate financial burdens, ensure access to healthcare services, and contribute to social security stability.

One of the significant concerns today is that workers who have passed the retirement age and do not receive a pension become a financial burden on the state budget as they require monthly social allowances. In this context, the new proposal from Hanoi SI is considered a practical solution to alleviate financial pressure on voluntary SI enrollees and aligns with the current socio-economic landscape.

As per the proposed policy, the support level for voluntary SI contributions will be calculated as a percentage of the monthly contribution, based on the rural poverty line. Specifically:

  • Individuals from poor households will receive a 70% subsidy on their voluntary SI contributions.
  • Those from near-poor households will be supported with a 75% subsidy.
  • The remaining target groups will be provided with a 20% subsidy on their contributions.

Regarding HI, the draft resolution states that 100% support will be provided for 36 months to household members who have recently transitioned out of poverty. Additionally, elderly individuals aged 60 to under 75 who do not already have HI cards and are not mandatory HI participants will also receive full support for their HI cards from the state.

The draft resolution clearly defines the beneficiary groups, with the proposed policy expected to come into effect on January 1, 2026. Approximately 614,000 individuals are projected to benefit from this initiative, with an estimated budget of over VND 700 billion sourced from the state budget.
