When Car Owners Must Re-Register Their Vehicles

According to Article 16 of Circular No. 24/2023/TT-BCA, car owners are required to re-register their vehicles in the following cases:

– Re-registration when the vehicle is modified

+ Change in paint color;

+ Change in license plate background color from white to yellow, or vice versa, while keeping the letters and numbers black;

+ Registration renewal;

+ Changes to owner information (name, personal identification number, address);

+ Damaged, faded, or torn registration certificate, or damaged, faded, or broken license plate, or if the owner wishes to replace the old registration certificate.

– Failure to re-register a lost registration certificate and driving without a valid registration certificate is subject to fines.

For automobiles:

+ Fine: VND 2-3 million

+ License suspension: 1-3 months

+ Vehicle confiscation if unable to prove its origin

For motorcycles:

+ Fine: VND 800,000-1 million

+ Vehicle confiscation if unable to prove its origin

Using an expired registration certificate

For automobiles: Fine of VND 2-3 million and license suspension for 1-3 months.

For motorcycles: Fine of VND 800,000-1 million.

Who Needs to Re-Register Their Vehicle in 2025?

Using an altered registration certificate or one with incorrect frame and engine numbers

For automobiles:

+ Fine: VND 4-6 million

+ License suspension: 1-3 months

+ Registration certificate revocation

+ Vehicle confiscation if unable to prove its origin

For motorcycles:

+ Fine: VND 800,000-1 million

+ Registration certificate revocation

+ Vehicle confiscation if unable to prove its origin
