As the population grew, the area became more congested and the market landscape became polluted and untidy. In 1961, the Khanh Hoa Construction Department developed a plan to re-organize the market area, proposing the construction of a new circular-shaped market. Three years later, the General Directorate of Construction presented a different design by architect Le Quy Phong, which suggested a round market with a folding roof and a branch in the shape of a crescent. This design laid the foundation for the new market.
Before construction could begin, a major fire broke out on the night of September 16, 1968, destroying 126 houses in the area. Given the urgency of the situation, the project to build the new market was expedited. On April 12, 1969, the Bassa dredger of the Saigon Water Transport began blowing sand to fill the swamp. After six months, the swamp was filled with 350,000 cubic meters of sand. This was followed by foundation work, platform construction, and the building of the structure with thousands of 20-meter-long reinforced concrete piles driven deep into the muddy layer.
Based on the design by architect Le Quy Phong from four years prior, the architects made improvements and added some details. Dam Market was constructed with a lotus flower design, featuring a diameter of 66.5 meters. It includes a ground floor and an upper floor in the shape of an eccentric ring, covering a total area of 5,270 square meters, capable of accommodating more than 3,000 customers. The folding roofs of these buildings were designed in the shape of a V, symbolizing the beauty of traditional lotus flowers and their petals. Both floors were built sturdily to meet the large trading needs of locals and tourists.
