Who is the only person withdrawing cash from an ATM without biometric authentication?

According to Point c, Clause 5, Article 17 of Circular No. 17/2024/TT-NHNN, cash withdrawals and electronic payment transactions from a payment account can only be performed when the identity documents and biometric information of the account holder or their representative (for individual customers) or legal representative (for organizational customers) have been verified and matched.

Clause 6, Article 16 of Circular No. 18/2024/TT-NHNN also states that cards can only be used for card transactions with electronic means when the identity documents and biometric information of the cardholder have been verified and matched.

This means that customers can still use their physical cards to withdraw cash from ATMs and make transactions at POS machines without biometric authentication until 01/01/2025.

To ensure uninterrupted cash withdrawals and payments from accounts and ATM cards, customers need to: Check the validity of their identity documents and complete the biometric information update before December 31.

If customers fail to update their identity documents that are no longer valid (ID card, Citizen Identification Card, passport, or visa), their transactions will be temporarily suspended across all channels (counters, online, and ATMs).

Specifically, for individual customers: Those holding Citizen Identification Cards with chips/ valid Identification Cards need to verify and match their identity documents and biometric information through the mobile banking application or at the transaction counters of the bank’s transaction offices nationwide.

If customers’ identity documents are about to expire, have expired, or are 9-digit ID cards/ Citizen Identification Cards without chips, they need to switch to Identification Cards and update and match their identity documents and biometric information at the bank’s transaction counters.

In addition, customers of foreign nationality/ unidentified nationality also need to verify and match their identity documents (passport and entry visa/ visa exemption document/ valid international travel document) and biometric information at the transaction counters.
