1. Motorcycle Registration Procedure: Latest Regulations for 2022
Step 1 Pay the Motorcycle Registration Fee
According to Decree 140/2016/NĐ-CP, when registering a motorcycle, the buyer must pay the registration fee as motorcycles are subject to this fee.
Registration Fee = Assessed Value x Registration Rate
The registration rate for motorcycles is 2%. However, for organizations and individuals in centrally-controlled municipalities, provincial cities, and towns where the People’s Committee is located, the first-time registration fee is 5%.

Step 2 Register for a License Plate
According to Article 10 of Circular No. 58/2020/TT-BCA, the vehicle registration dossier includes:

Vehicle origin documents: Declaration of origin for imported cars and motorcycles (for imported vehicles) or Vehicle Inspection Certificate for road traffic vehicles as prescribed (for domestically manufactured and assembled vehicles);

Vehicle registration fee documents: Receipt or Payment Order to the State Budget or Bank Payment Authorization for registration fee or other registration fee documents prescribed by law or data information sheet on registration fee printed from the vehicle registration management system (full brand, type, vehicle type, engine number, and vehicle frame number).

Step 3 Obtain the Vehicle Registration Certificate

According to Article 4 of Circular 58/2020/TT-BCA, in the case of first-time issuance, the Vehicle Registration Certificate and license plate shall be issued immediately after receiving the valid registration dossier. For the first-time issuance of the Vehicle Registration Certificate, it shall not exceed 2 working days from the date of receiving the valid dossier.
According to the time specified on the receipt, the individual will come to receive the Vehicle Registration Certificate. The officer will guide the vehicle owner to the insurance agency to purchase compulsory civil liability insurance for the motor vehicle owner and collect the receipt, then return the Vehicle Registration Certificate to the owner as prescribed.
