Based on the Law on Citizen Identification, Circular 59/2021/TT-BCA, and Circular 60/2021/TT-BCA, for first-time applicants of the National ID Card with a chip, if the citizen’s information is not yet available in the National Population Database or there are changes or adjustments, you need to bring one of the following legal documents to update and supplement the information in the application file: household registration book or temporary residence book, birth certificate.

For those switching from the old ID Card to the National ID Card with a chip, you need to bring the following documents:
- Old ID Card and household registration book.
- If the information declared in the National ID Card Application Form has changed regarding the household registration book or the National Population Database, you need to bring your birth certificate or other legal documents.
Note: At some population data centers that have been fully updated and have notices, citizens do not need to bring their household registration books.

According to Circular No. 112/2020/TT-BTC of the Ministry of Finance, the fee for the National ID Card with a chip will be reduced by 50% for six months, from January 1, 2021, to June 30, 2021, and will return to the regular fee from July 1, 2021. The specific fees are as follows:
From July 1, 2021, onwards:
- When converting from the 9-digit or 12-digit ID Card to the National ID Card with a chip: VND 30,000/card
- Replacing the National ID Card with a chip due to damage, information change due to error, or at the citizen’s request: VND 50,000/card
- In case of re-issuance of the National ID Card with a chip due to loss or reinstatement of Vietnamese nationality: VND 70,000/card

When will the National ID Card with Chip be issued?
From the date of receiving the complete set of documents, citizens will receive their new National ID Card after 7 working days for new applications and replacements; 15 working days for re-issuance (due to the need for verification and verification).

What to do if the police do not issue a confirmation of the old ID Card?
According to Article 1 of Circular No. 40/2019, if a citizen has been issued a National ID Card but has not been granted a confirmation of the old ID Card number, they only need to submit a written request for confirmation of the old ID Card number at the National ID Card management agency where the National ID Card was issued, along with the original and a copy of the National ID Card, and a copy of the old 9-digit ID Card (if any) to the official receiving the application.

Can I get a National ID Card if I don’t have a date of birth?
According to Article 18 of the Law on Citizen Identification 2014, the front of the National ID Card contains information about the citizen’s date of birth. Therefore, if you do not have a date of birth, you must supplement this information to apply for the National ID Card with a chip.
Can I use my old ID Card that has been cut off at the corner?
When switching from the 12-digit ID Card to the National ID Card, if your old ID Card is damaged, peeling, or illegible (photo, ID Card number, and text), you will be issued a Confirmation of ID Card Number. An ID Card that has been cut off at the corner is no longer legally valid and cannot be used to obtain the National ID Card with a chip. However, it can be used to confirm the ID Card number and the National ID Card with a chip when performing transactions that require the confirmation of the National ID Card number, such as banking and other transactions.

Can I apply for a National ID Card at a place other than my registered place of residence?
Yes, this is possible if you are applying for a National ID Card (12-digit ID Card). For other cases, citizens still need to go to their registered place of residence to apply for the National ID Card with a chip. However, in the future, when the National Population Database and the National ID Card data are more complete, citizens will be able to apply for the National ID Card at any National ID Card management agency.

Do I need to change other documents when switching to the National ID Card with Chip?
According to the Ministry of Public Security, switching to the National ID Card with a chip will not affect any documents that used the barcode National ID Card number before. Therefore, when switching to the National ID Card with a chip, citizens can still perform transactions that used the old National ID Card number without having to change any other documents.

According to Clause 2, Article 4 of Circular No. 06/2021/TT-BCA, the barcode National ID Card issued before January 23, 2021, is still valid until the end of the prescribed period.
