Step 2 As the Vehicle Owner, You Must Declare and Seek Permission to Change the Paint Color

Clause 2, Article 6 of Circular 58/2020 of the Ministry of Public Security clearly states that before changing any characteristics of the paint color (including additional markings or advertisements), the vehicle owner must declare this intention on the electronic information page of the Traffic Police Department under the section for declaring vehicle modifications and paint color changes. Alternatively, the owner can directly visit the vehicle registration authority to obtain permission.

Upon receiving your application, the vehicle registration authority will examine your documents and inspect your vehicle. - Fine of 100,000 – 200,000 VND for individuals;
- Fine of 200,000 – 400,000 VND for organizations.

Violations by Car Owners
- Fine of 300,000 – 400,000 VND for individuals;
- Fine of 600,000 – 800,000 VND for organizations.
Additionally, individuals or organizations found in violation must restore the vehicle to its original color and brand as stated in the Vehicle Registration Certificate.
