1Procedures for Transferring Elementary School Students within the Country

Parents or guardians of the student must submit a transfer request to the desired school by direct submission, postal mail, or online submission through the Public Service Portal (if available).

Within no more than 03 working days from receiving the request, the principal of the desired school must provide a response, agreeing to accept the student. If the request is denied, the principal must state the reason and return the request to the parents or guardians through the same method it was received.

Upon receiving the desired school’s agreement to accept the student, the parents or guardians should submit the transfer request to the current school. Within no more than 03 working days from receiving the request, the principal of the current school is responsible for providing the student with the necessary documents as specified in Article 36, Clause 1.

Individual education plan for students with disabilities (if applicable).

2Procedures for Transferring Elementary School Students from Abroad

Also, according to Circular No. 28/2020/TT-BGDĐT, Article 36, Elementary School Regulations, in the case of elementary school-aged students transferring from abroad, the following sequence of procedures must be adhered to:

Parents or guardians of the student must submit a request (using the form in Appendix II attached to this Circular) to the desired school by direct submission, postal mail, or online submission through the Public Service Portal (if available).

Within no more than 03 working days from receiving the request, the principal of the desired school must provide a response, agreeing to accept the student. If the request is denied, the principal must state the reason and return the request to the parents or guardians through the same method it was received.

In the case of agreeing to accept the student, within no more than 07 working days from receiving the request, the principal of the elementary school must organize an assessment of the student’s academic level, place them in the appropriate class, and manage the student’s records as per regulations.

What are the procedures for transferring to a school outside the place of residence?

According to Clause 1, Article 40a of Circular No. 03/VBHN-BGDĐT, the transfer documents are as follows:
