1 What is a Diplomatic Passport?
According to Article 9 of the Law on Exit and Entry of Vietnamese Citizens 2019, a diplomatic passport is a type of passport issued to officials, civil servants, and public employees who travel abroad to perform tasks on behalf of state agencies, the Communist Party of Vietnam, or socio-political organizations at the central level.

2 Who is Eligible for a Diplomatic Passport?
As per Article 9 of the Law on Exit and Entry of Vietnamese Citizens 2019, a diplomatic passport is issued to the following individuals:
(1) Officials and civil servants as defined by the Law on Officials and Civil Servants.
(2) Public employees of public non-business units, including:
- Heads and deputy heads of public non-business units; individuals holding chief or deputy chief positions in organizations that constitute public non-business units under the Central Committee of the Communist Party of Vietnam, the Secretariat of the Party Central Committee, or the National Assembly Standing Committee;
- Heads and deputy heads of public non-business units; individuals holding chief or deputy chief positions in organizations that constitute public non-business units under the Central Committees, Central Committee Offices, and equivalent bodies of the Communist Party of Vietnam; the Presidential Office; the National Assembly Office; the State Audit Office; the Supreme People’s Court; the Supreme People’s Procuracy; ministries; ministerial-level agencies; government agencies; and other organizations established by the Government or the Prime Minister; the Vietnam Fatherland Front Central Committee; and central organizations of socio-political organizations;
- Heads and deputy heads of public non-business units; individuals holding chief or deputy chief positions in organizations that constitute public non-business units under the General Departments, Departments, and equivalent units directly under the ministries and ministerial-level agencies; Provincial Party Committees, City Party Committees of centrally-controlled municipalities; Provincial People’s Committees; Provincial Vietnam Fatherland Front Committees and socio-political organizations;
- Heads of public non-business units under the Party Committees, District Party Committees, Town Party Committees, and City Party Committees under the Provincial Party Committees and centrally-controlled municipalities; specialized agencies under the Provincial People’s Committees and District People’s Committees;
- Individuals holding job positions related to state management in public non-business units who are assigned to perform state management tasks.
(3) Officers and professional soldiers in the People’s Army of Vietnam and the People’s Public Security Forces; individuals working in cryptography in cryptologic organizations.
(4) Staff of Vietnamese representative offices abroad; correspondents of Vietnamese state news agencies and newspapers stationed abroad.
(5) Spouses and children under 18 years old of the individuals mentioned in (4) who accompany or visit them during their term of office.
(6) In necessary cases, based on the requirements and nature of the trip, the Minister of Foreign Affairs may issue diplomatic passports following the direction of the Prime Minister or consider issuing diplomatic passports upon the request of the agencies and persons with competence as stipulated in Article 11 of the Law on Exit and Entry of Vietnamese Citizens 2019 for individuals not falling under the above categories.

3 Requirements for a Diplomatic Passport
Vietnamese citizens are eligible for a diplomatic passport if they meet the conditions stipulated in Article 10 of the Law on Exit and Entry of Vietnamese Citizens 2019, which are as follows:
- Belong to the categories mentioned in section 2;
- Be assigned or permitted by competent agencies or persons defined in Article 11 of the Law on Exit and Entry of Vietnamese Citizens 2019 to go abroad to perform official tasks.

4 How Long is a Diplomatic Passport Valid For?
According to Article 3 of Circular No. 04/2020/TT-BNG, the validity period of a diplomatic passport is as follows:
- The diplomatic passport issued in case of damage or loss during a short-term business trip abroad as specified in point a, clause 1, Article 13 of the Law on Exit and Entry of Vietnamese Citizens 2019 shall be valid for 01 year;
- The diplomatic passport issued in case of passport expiration or extension as specified in point a, clause 1, Article 13 of the Law on Exit and Entry of Vietnamese Citizens 2019 shall not exceed the validity of the old passport and shall be at least 01 year.
- The diplomatic passport issued to individuals with a change in position as specified in point b, clause 1, Article 13 of the Law on Exit and Entry of Vietnamese Citizens 2019 shall not exceed the validity of the old passport and shall be at least 01 year.
- The diplomatic passport issued or extended to individuals mentioned in point d, clause 1, Article 13 of the Law on Exit and Entry of Vietnamese Citizens 2019 shall not exceed the validity of the passport of the person they are accompanying or visiting and shall be at least 01 year.
