– Cases where minors are agreed upon by their parents or guardians, or if their parents are deceased, they come to live with their paternal or maternal great-grandparents, great-uncles or great-aunts, paternal or maternal grandparents, uncles, aunts, brothers, sisters, cousins; minors come to live with their guardians and are allowed to register for permanent residence at a legal place of residence that does not belong to them. The dossier includes:
- Declaration of change of residence information (Form CT01 issued together with Circular 56/2022/TT-BCA. This must clearly state the agreement of the head of the household, the legal owner or the authorized person for permanent residence registration.
- Documents and evidence proving the kinship relationship with the head of the household or with the members of the family, unless this information is already reflected in the national database on population and residence.
- Documents proving that one is an elderly person, a person with special severe disabilities, severe disabilities, a person without working ability, a person with mental illness or other diseases that cause loss of perception and behavioral control; minors who are agreed upon by their parents or guardians, or whose parents are deceased.
Registering permanent residence at a place that is not one’s own
Other cases of permanent residence registration due to renting, borrowing, or living with someone else require the following documents:
- Declaration of change of residence information (Form CT01 issued together with Circular 56/2022/TT-BCA. This must clearly state the agreement of the head of the household, the legal owner or the authorized person for permanent residence registration.
- Lease, loan, or legal accommodation agreement that has been notarized or certified according to law.
Registering permanent residence at a place of worship or religious organization with residential annexes
In the case of religious personnel who have been ordained, appointed, elected, or transferred to a religious organization; representatives of a religious organization; or those who have been agreed upon by the representative or management board of the religious organization to register for permanent residence in order to directly manage and organize religious activities at the religious organization, the following documents are required:
- Declaration of change of residence information (Form CT01 issued together with Circular 56/2022/TT-BCA. For those who have been agreed upon by the representative or management board of the religious organization to register for permanent residence in order to directly manage and organize religious activities at the religious organization, the declaration must clearly state the agreement of the representative or management board of the religious organization, unless there is already a written agreement.
- Documents and evidence proving the status of a religious figure, religious official, monk or nun, or other religious personnel and their right to work at that religious organization according to the law on faith and religion for those who have been appointed, elected, ordained, or transferred to work at a religious organization; documents and evidence proving one’s status as a representative of a religious organization for those who are representatives of a religious organization.
- Confirmation from the People’s Committee at the commune level that the place of worship or religious organization has residential annexes.
Registering permanent residence at a place of worship or religious organization with residential annexes
In the case of children, people with special severe disabilities, people with severe disabilities, or people without relatives being agreed upon by the representative or management board of the religious organization, or the head or representative of the religious organization, to register for permanent residence at a place of worship or religious organization with residential annexes, the following documents are required:
- Declaration of change of residence information (Form CT01 issued together with Circular 56/2022/TT-BCA. For those who have been agreed upon by the representative or management board of the religious organization to register for permanent residence in order to directly manage and organize religious activities at the religious organization, the declaration must clearly state the agreement of the representative or management board of the religious organization, unless there is already a written agreement.

Registering permanent residence for those who are being cared for and raised
To register for permanent residence for those who are being cared for and raised, the following documents are required:
- Declaration of change of residence information; for those who are being cared for and raised by an individual or household, the declaration must clearly state the agreement of the head of the household providing care and raising, the legal owner of the place of residence of the individual or household providing care and raising, or the authorized person, unless there is already a written agreement;
- Proposal from the head of the social assistance center for those who are being cared for, raised, or assisted by a social assistance center.
- Documents and evidence of confirmation of care, raising, or assistance.

Registering permanent residence for those living and working on a mobile basis on a means of transport
To register for permanent residence for those living and working on a mobile basis on a means of transport, the following documents are required:
- Declaration of change of residence information; for those registering for permanent residence who are not the owners of the means of transport, the declaration must clearly state the agreement of the owner of the means of transport or the authorized person, unless there is already a written agreement;
- Certificate of registration of the means of transport and certificate of technical safety inspection and environmental protection of the means of transport, or confirmation from the People’s Committee at the commune level about the use of that means of transport for residential purposes for means of transport that are not subject to registration and inspection;
- Confirmation from the People’s Committee at the commune level about the location where the means of transport is regularly parked in the case where the means of transport is not registered or the place of registration of the means of transport is not the same as the place where it is regularly parked.

Registering permanent residence at the place of garrison of the People’s Police unit
The dossier for registering permanent residence at the place of garrison of the People’s Police unit includes:
- Declaration of change of residence information (Form CT01 issued together with Circular 56/2021/TT-BCA);
- Introduction letter from the direct manager clearly stating the content for the purpose of permanent residence registration procedures and that the unit has accommodation for officers and soldiers (signed and sealed).

The procedures for registering permanent residence include the following 5 steps:
- Submit the dossier directly to the commune-level police authority (The dossier can be submitted as a certified copy from the original, or a copy issued from the original book, or a photocopy accompanied by the original for comparison. In the case of submitting a photocopy together with the original, the receiving officer must check and compare the photocopy with the original and sign to confirm, and must not require the submission of a copy of that document).

Where to register for permanent residence?
To register for permanent residence in person, go directly to the commune-level police authority where your residence is located. In addition, you can also submit the dossier online through the public service portal such as: Public Service Portal through the National Public Service Portal, or through the Public Service Portal of the Ministry of Public Security, or the Public Service Portal for Residence Management, after which you will be given an appointment to come to the commune-level police authority to proceed with the permanent residence registration.
What are the conditions for permanent residence registration in Hanoi and Ho Chi Minh City?
Previously, according to the 2013 Law on Residence, citizens wishing to register for permanent residence in centrally-controlled cities had to have a certain temporary residence period in that locality.
For example, to register for permanent residence in the districts of Ho Chi Minh City, one must have at least 2 years of temporary residence in the city. If registering for permanent residence in the suburban districts of Ho Chi Minh City, one must have at least 1 year of temporary residence in the city. For Hanoi, the requirement was at least 3 years of temporary residence.
Conditions for permanent residence registration in Hanoi and Ho Chi Minh City
However, with the promulgation of the new 2020 Law on Residence, these regulations on the temporary residence period in centrally-controlled cities have been abolished. Therefore, the conditions for permanent residence registration in Hanoi and Ho Chi Minh City will be the same as in other provinces and cities.
Accordingly, the conditions for permanent residence registration are as follows:
1. For people with a legal place of residence that belongs to their ownership, they are allowed to register for permanent residence at that place of residence.
2. People are allowed to register for permanent residence at a legal place of residence that does not belong
