The application for a private electricity meter includes the following important components:

– Paperwork: Customer’s request form for electricity meter installation (form for applying for residential electricity).

– Documents related to the point of electricity purchase, including notarized copies and originals for verification: Permanent or temporary residence book, house ownership certificate or sales contract, land ownership certificate with attached house and property, and lease agreement (if applicable)

– Personal identification documents of the electricity purchaser: For individuals – identity card, passport, citizen identification card, military officer identification card, etc.; for organizations – documents proving the legal representative of the organization, business registration certificate, etc.

If you do not have the above documents, the application form must be endorsed by the People’s Committee of the ward or commune where the electricity purchase is requested.

If you represent a collective residence or a group of residents, in addition to the above documents, you will also need a power of attorney signed by the apartments using electricity and notarized confirmation from the People’s Committee of the ward or district where the electricity is registered.

4Regulations and Timeframe for New Electricity Meter Installation and Connection

For procedures to install a new electricity meter for residential use (single-phase or three-phase) and to register for a single-phase production electricity meter, the timeframe is 7 working days from the date of meeting all application conditions.

For customers who have completed the procedures for installing a three-phase electricity meter for production purposes, the timeframe is 10 working days from the date the customer meets the conditions for electricity meter installation and the low-voltage grid is not overloaded.

In addition, for cases where the customer’s application file is complete but does not meet the conditions due to the absence of a distribution grid or overload, the electricity company will respond to the customer within 5 working days for resolution.

5Sample Application Forms for Electricity Meter Installation

Application Form for Production Electricity

For applications for installing a production electricity meter with a capacity of less than 40kW from the low-voltage grid, you need to prepare:

– Application form for production electricity meter installation or a request letter for electricity purchase.

– Table summarizing electrical equipment, operating modes, and power consumption.

– Notarized copies of documents related to the electricity purchase location, similar to the procedure for installing a new residential electricity meter.

– One of the following identification documents of the customer with notarized copies: Business registration certificate, branch or representative office registration certificate, investment or business license, or unit establishment decision.

If the customer does not have the above documents, they must obtain confirmation from the competent management agency, such as the People’s Committee of the ward or commune where the electricity is registered.

For applications for installing a production electricity meter with a capacity of more than 40kW from the low-voltage grid, in addition to the installation application, customers also need to provide load diagrams and technical characteristics of the electrical equipment used.

Moreover, if you want to purchase electricity with an average of 1,000,000 kWh/month or more, you must make a deposit to guarantee the performance of the contract for a maximum of 15 days of electricity use. This criterion is based on the average monthly electricity consumption registered before the contract expires.

In case the customer wishes to sign a short-term electricity purchase contract (less than 12 months), the production electricity purchase contract will have a term of 3 months.
