Registering your motorcycle is extremely important and necessary. After the amended Circular No. 58/2020/TT-BCA was issued, if you have already registered your motorcycle but lost the registration, you may not know the procedure or what to pay attention to when re-registering. According to current Vietnamese law, after purchasing a new motorcycle, the first thing to do is to complete the new motorcycle registration procedures to obtain the Vehicle Registration Certificate and license plate. Only with these necessary documents are you allowed to participate in road traffic without violating the law.

Step 1 Prepare the Necessary Documents as Required by Law

Vehicle Registration Application Form according to Form No. 01 of Circular No. 58/2020/TT-BCA dated June 16, 2020, of the Ministry of Public Security.
Owner’s identification documents.

For Vietnamese citizens:

Present your Identity Card, Citizen Identification Card, or Household Registration Book.
For armed forces personnel: Present your People’s Police or People’s Army Identity Card, or a confirmation letter from the head of the agency or unit where you work, from the regimental level, the Department, or the District Police or equivalent (in case you do not have a military ID).
For Vietnamese living overseas who have returned to live and work in Vietnam: Present your temporary residence book, household registration book, or passport (still valid) or other documents with equivalent value.

For foreigners:

For foreigners working in diplomatic representative agencies, consular offices, or representative offices of international organizations: Present an introduction letter from the State Protocol or the Department of Foreign Affairs, along with a valid Diplomatic or Official Identity Card.
For foreigners working or studying in Vietnam: Present a visa with a validity of one year or more or other equivalent documents.

For organizations and businesses:

For Vietnamese organizations and businesses: Present the Citizen Identification Card or Identity Card of the person registering the vehicle. For military vehicles, a letter of introduction signed and stamped by the head of the Vehicle and Machinery Department of the Ministry of National Defense is required.
For diplomatic representative agencies, consular offices, and representative offices of international organizations in Vietnam: Present an introduction letter from the State Protocol or the Department of Foreign Affairs, along with a valid Diplomatic or Official Identity Card of the person registering the vehicle.
For 100% foreign-owned enterprises, representative offices, foreign contractors in Vietnam, and non-governmental organizations: Present the Citizen Identification Card, Identity Card, or Passport (for foreigners) of the person registering the vehicle.

Step 2 Submit the Application to the Competent Authority

Submit one set of the above documents directly to the District, Town, City, or Provincial Police Department to request a re-issuance of the Vehicle Registration Certificate.

Then, the receiving officer will check the owner’s documents and the Vehicle Registration Application Form and inspect the vehicle (for vehicles with modifications or changed paint color).

If the vehicle registration application is incomplete, the officer will guide the owner to complete the application according to the regulations. Once the application is complete, the owner will receive an appointment for the next steps.

Submit the Application to the Competent Authority

If you are using a vehicle with a non-owner registration and have lost the registration, you must obtain a power of attorney from the previous owner (with notarization). Then, take this power of attorney along with your Identity Card (or Citizen Identification Card) to re-register the vehicle (in the previous owner’s name) according to the above procedure.

Step 2 Select your vehicle type and registration point based on your place of residence. Then, fill in the personal information of the vehicle owner.

Step 6 Finally, check your email that you provided in the registration form to receive a notification about your application. Then, contact the provided phone number to complete the remaining procedures.

You can authorize another person to register your motorcycle on your behalf. However, in addition to the owner’s documents as specified above, you must also present your Identity Card (or Citizen Identification Card).
The authorized person must also present their Citizen Identification Card, Identity Card, Diplomatic Identity Card, or Official Identity Card (still valid) in addition to the owner’s documents as specified above.
There is no need to bring the vehicle for inspection (unless it has been modified or repainted).
When re-registering a lost Vehicle Registration Certificate, the original license plate number will be retained. If the vehicle is using a 3-digit or 4-digit license plate, it will be changed to a 5-digit plate, and the old plate must be returned. (The new license plate will be issued immediately upon receiving a valid application)

How long does it take to re-register a motorcycle?

The processing time for re-registering a motorcycle is no more than 30 days from the date of receiving a valid application. The competent authority will then re-issue the Vehicle Registration Certificate.

What is the penalty for losing the motorcycle registration?

If you lose your motorcycle registration, you must follow the procedure to re-register the vehicle. If you do not re-register and continue to drive the vehicle, you may be subject to fines according to Decree No. 100/2019/ND-CP.

According to Article 16, a fine of 2,000,000 VND to 3,000,000 VND is imposed on drivers of automobiles without a Vehicle Registration Certificate or with an expired certificate (including trailers, semi-trailers, and similar vehicles).
According to Article 17, a fine of 300,000 VND to 400,000 VND is imposed on drivers of motorcycles, electric motorcycles, similar vehicles, and attached vehicles without a Vehicle Registration Certificate or with an expired certificate.
According to Article 19, a fine of 1,000,000 VND to 2,000,000 VND is imposed on drivers of tractors (including towed trailers), and specialized vehicles without a Vehicle Registration Certificate or with an expired certificate (including towed trailers).
