More specific information is regulated in Decree 49/2017/ND-CP regarding individuals who own telephone numbers, including the subscriber number, the user, information on personal documents provided by the registrant (including full name, date of birth, nationality, ID card number and date of issue, issuing authority, place of issue). Additionally, it includes digital copies of personal and organizational documents along with a photograph of the person directly involved in the contract, the form of payment, the name of the employee, the transaction time, the contact address and phone number of the telecommunications service provider.
When the information registered for the phone number matches the data in the National Population Database (such as name, ID card, date of birth, place of birth, etc.), the subscription number is determined to be verified and can continue operating without any changes or alterations. Users with phone numbers whose registered information matches the National Population Database do not need to worry about having their subscriptions blocked unilaterally.
How can subscribers determine if their number can be blocked after March 31st?
The owners of the phone numbers can check the information themselves through the official applications or websites of the mobile network operators they are using. Additionally, another option for verification is to visit the transaction counter or an authorized dealer where the staff can provide assistance.
Case of non-registered owner
There are a significant number of phone numbers that are currently being used without being officially registered by the rightful owner. This means that the person currently using the phone number for daily communication is not the same individual who registered the related information for that subscription.
In cases where the information of the rightful owner matches the National Population Database, the phone number is still considered valid and does not need to be updated during this review period. However, using a non-registered phone number will leave users without legal protection in disputes and will also entail potential risks related to sensitive issues.
Consequently, users of non-registered phone numbers may encounter difficulties when needing to conduct transactions during the usage period. For instance, if the SIM card is lost, the process of reissuance or replacement would be challenging due to the need for verification by the registered owner. “Inaccurate information associated with phone numbers can lead to the risk of customers losing their related accounts. Furthermore, users will face difficulties in creating accounts for citizen identification codes, passport applications, and visa applications if the information of the subscription does not match the National Population Database,” affirmed a representative from a major network provider.
What should be done when facing one-sided blocking?
Firstly, to ensure that the phone number is not blocked unilaterally (outgoing calls), users should follow the instructions from the network provider after receiving the request notification. After 15 days from the receipt of the notification, the subscription will be blocked unilaterally, and the network provider will subsequently block incoming calls after another 15 days. Users have a maximum of 1 month from the time of the two-sided blocking to register and update their information. After that deadline, the subscription will be terminated (the number will be withdrawn).
In cases where users believe their phone numbers have been mistakenly blocked even though all the necessary information has been registered in compliance with the law and matches the National Population Database, the phone number owner can directly contact the customer service hotline of the network provider or visit the authorized dealers to be guided through the completion of the required procedures and the verification process before the expiration of the 30-day period.
