An electronic identification code, also known as a digital certificate, is a unique code assigned to citizens by electronic authentication organizations authorized by the Vietnamese government. Therefore, the identification code is used to connect national databases on residents with other related specialized data.

As a personal identification authentication tool, each citizen’s identification code includes the following basic information:

  • Full name at birth.
  • Date of birth.
  • Gender.
  • Home town.
  • Ethnicity.
  • Religion.
  • Place of registration of birth, permanent residence, temporary residence, temporary residence declaration status.
  • Information about legal representatives.
  • Information about the head of the household and members of the household.

In addition, when citizens register for a level 2 identification account and are verified through a portrait photo or fingerprint that matches the data stored in the national database on population, the ID code can integrate additional documents such as driver’s licenses, health insurance cards, passports, etc.

However, the electronic identification account is only for individuals who have a need to register. Accordingly, Vietnamese citizens aged 14 and above, foreigners aged 14 and above entering Vietnam or organizations working and living in Vietnam are eligible to be granted an electronic identification account. In the case of citizens under 14 years old, they will be registered under the identification account of their father, mother, or legal guardian.

According to Decree 59 on electronic identification and authentication, effective from October 20, the electronic identification code is a type of personal information issued to citizens. Therefore, it is a tool that allows citizens to authenticate themselves through the use of applications on smartphones instead of using a physical citizen identity card as before.

What are the conditions for registering for an electronic identification code?

The electronic identification code brings many benefits to citizens. However, to successfully register for an electronic identification code, citizens must follow Article 6 of Decision No. 34/2021/QD-TTg, which stipulates the conditions for electronic identification code registration as follows:

  • Citizens aged 14 and above: Register directly through the electronic identification code application.
  • Children under 14 years old: Register under the identification account of their father, mother, or legal guardian.
  • Other guardians: In case another guardian is needed, the identification account must be registered under the identification account of the guardian. When registering, individuals need to fill in the following information: personal identification number (Can use passport number or other identity documents but must have international validity), full name, date of birth, gender, nationality (for foreigners), phone number, email.
  • For foreigners, when registering, the following information is required: full name, date of birth, gender, and nationality.

What information does the electronic identification code account have at each level?

For any organization or individual, the electronic identification code must have some basic information to verify identity according to the regulations in Articles 8, 9, and 12 of Decree 59. In the level 1 electronic identification account, the following information is required:

  • Personal identification number.
  • Full name.
  • Date of birth.
  • Gender.

In addition, for non-Vietnamese citizens, when registering for an electronic identification account, additional information such as number, code, and date issued of a passport or equivalent valid documents for travel between countries must be provided.

Information in the level 2 electronic identification account includes the basic information at level 1 and, in addition, personal portrait photos and fingerprints to ensure accuracy and matching with the resident management database.

What are the steps to register for an electronic identification code?

With 2 levels of information in the electronic identification account, there will be different registration steps for the identification code. Therefore, before registering, citizens need to determine which level of identification account they want to register for to proceed accurately. Below, we will introduce 2 ways to register for the identification code at each level.

How to register for a level 1 electronic identification code

Step 1: Download the VNeID application from the App Store or CH Play > Open the application after installation > Tick the I agree box > Press Start using.

Step 2: Tap on the Register section > Enter Personal identification number and Phone number > Select Register.

How to register for a level 2 electronic identification code

In the registration method for a level 2 electronic identification account, for citizens who already have a chip-embedded citizen identity card, follow these 3 steps:

Step 1: Go to the commune police, ward, town or the place where the citizen identity card is issued or the email address to supplement the electronic identification account.

Step 2: The officer in charge will enter the information into the citizen identification system and authenticate it by taking the portrait photo, collecting fingerprints, and checking with the database on the citizen identity card.

Step 3: The result of the electronic identification account registration will be notified through the VNelD application, SMS, or your email address.
