Vice Secretary of the Provincial Party Committee and Chairwoman of the Provincial People’s Council of Quang Ninh, Ms. Trinh Thi Minh Thanh, visited and encouraged nine injured victims who were being treated at the emergency and intensive care units of the General Hospital and Bai Chay Hospital.

The Chairwoman expressed her deepest sympathy and condolences to the victims and their families. She also encouraged the victims and their families to stay strong and actively coordinate with medical staff for treatment.
She requested that the medical staff of the General Hospital and Bai Chay Hospital mobilize all resources and focus on providing the best treatment and care to ensure the victims’ health and help them recover soon.
Promptly directing and mobilizing over 1,000 rescuers
On the morning of July 20, the People’s Committee of Quang Ninh Province issued an initial report on the accident that occurred in Ha Long Bay.
According to Report No. 266/BC-UBND, signed by Mr. Vu Van Dien, Vice Chairman of the Provincial People’s Committee, the ill-fated ship was named Vinh Xanh 58, with the code QN-7105. It is a steel-hulled tourist ship built in 2015, carrying 49 people (46 tourists and 3 crew members).
The ship departed for the tour at 12:55 on July 19 (Saturday), with a planned itinerary to visit Ha Long Bay (Sung Sot Cave and Titop Island). At around 14:05, the ship encountered strong winds and suddenly capsized, losing GPS contact.
Deputy Prime Minister Tran Hong Ha went to the scene to direct the rescue work and meet with the victims’ families.
Immediately after receiving the news, the Provincial Party Committee and People’s Committee of Quang Ninh held an emergency meeting and directed all forces and means, including the Border Guard, Navy, Provincial Police, Military Zone 3, and Ha Long Bay Management Board, along with hundreds of professional divers, to deploy search and rescue efforts throughout the night of July 19.
In total, nearly 1,000 people, more than 100 ships and boats, and specialized diving equipment from multiple units were mobilized, along with many local businesses and fishermen who volunteered to support the search.
The province also established a Command Headquarters comprising the Command of Military Zone 3, Navy, Border Guard, Coast Guard, and People’s Committee of Quang Ninh Province at the headquarters of the Border Guard Sea Squad 2 – Headquarters of the Provincial Border Guard Force to continue directing and organizing search and rescue operations.
Close Government Supervision and Emergency Support for Victims’ Families in Quang Ninh Province
The Prime Minister issued an urgent dispatch No. 114/CĐ-TTg, directing Quang Ninh to focus all efforts on overcoming the consequences. Deputy Prime Minister Tran Hong Ha went to the scene to direct the rescue work and meet with the victims’ families.
The authorities salvaged the ship on the night of the accident.
At 01:40 on July 20, the functional forces salvaged the ship and found 45 out of 49 people (10 survivors and 35 fatalities), while four people remained missing.
According to the People’s Committee of Quang Ninh Province, among the 35 deceased, the authorities have completed the examination and identified 31 people. The province has provided immediate support of VND 25 million (approximately USD 1,070) per deceased person for funeral arrangements and an additional VND 5 million (approximately USD 214) for families in difficult circumstances. The province also arranged vehicles, temporary accommodation, and organized the transportation of the deceased to their hometowns for burial.
Currently, the provincial authorities are directing the forces to continue the search at sea while investigating the cause of the ship capsizing to assign responsibility and ensure the safety of water tourism activities.
The People’s Committee of Quang Ninh Province will continuously update the latest information on the rescue work and the investigation results of this particularly serious accident.
