Currently, the floodwaters on the Cau River, Thuong River, and Ca Lo River have peaked and are receding. The water levels remain significantly above the Level 3 alert threshold, with the Cau River’s levels dropping rapidly and the Thuong River’s levels receding more gradually.

Numerous embankment incidents have occurred in recent times.
The embankment system has experienced 52 incidents, including severe landslides that compromise flood safety. These landslides primarily occur as floodwaters begin to recede, such as the left bank landslides on the Cau River at sections K6+900–K7+150 and K9+450–K9+550. With embankments submerged for extended periods, the risk of additional landslides and seepage remains critically high.
To ensure embankment safety, the Minister of Agriculture and Environment has directed provincial and city leaders to oversee relevant agencies in intensifying inspections, monitoring, and patrols along all embankments. Immediate action must be taken to address any incidents at their onset.
Strict enforcement of patrol protocols is mandatory. Any deviations from patrol regulations will result in full legal accountability for breaches in embankment safety. Inspections must be conducted to promptly correct non-compliant patrol practices.
All available resources must be mobilized to swiftly address ongoing incidents, ensuring embankment integrity. Standby teams, materials, machinery, and equipment must be maintained to respond to emerging situations.
Motor vehicle access on embankments must be regulated in accordance with guidelines. Vehicles are strictly prohibited in areas with active incidents, except for emergency response and authorized vehicles.
To mitigate downstream flooding, the Ministry of Agriculture and Environment has instructed the Director of Tuyen Quang Hydropower Company to close the reservoir’s bottom outlets.
As of 7:00 AM on October 11, the upper reservoir level was at 118.41 meters, the lower level at 55.70 meters, with an inflow of 1,619 m³/s and a total outflow of 2,475 m³/s. The Minister ordered the closure of one bottom outlet by 5:00 PM on October 11.
Continuous monitoring of rainfall, flood conditions, infrastructure safety, inflows, and reservoir levels is required. Timely reports must be submitted to the Ministry of Agriculture and Environment (via the Department of Dyke Management and Disaster Prevention) and relevant agencies as per regulations.
