1 From July 1, 2024, Children Under 6 Years Old Will Officially Be Issued CCCD
According to Article 19 of the 2023 Law on Citizen Identification, the following provisions are made regarding the issuance of identification cards:

Vietnamese citizens are eligible for a citizen identification card.

Vietnamese citizens aged 14 and over must undergo the procedure for obtaining a citizen identification card.

Vietnamese citizens under the age of 14 can obtain a citizen identification card upon request.
Thus, according to the above provisions, it is notable that there is a provision for the issuance of identification cards to those under the age of 14, including children under 6 years old, when there is a need and it is not mandatory as it is for those aged 14 and over.

2 Procedure for Obtaining a Citizen Identification Card for Children Under 6 Years Old in Detail
Regulations to Note
Based on Article 23, Clause 2 of the 2023 Law on Citizen Identification, the following procedure for obtaining a citizen identification card is stipulated:
The legal representative of a person under the age of 14 may apply to the identity management agency for a citizen identification card. The procedure for obtaining a citizen identification card for a person under the age of 14 is as follows:

The legal representative shall carry out the procedure for obtaining a citizen identification card for a child under 06 years old through the public service portal or the national identity application. In cases where the child under 06 years old has not yet been registered for birth, the legal representative shall carry out the procedure for obtaining a citizen identification card through the inter-agency procedures with birth registration on the public service portal, national identity application or directly at the identity management agency. The identity management agency shall not collect biometric and biometric information for children under 06 years old;

For children from the age of 06 to under 14, the legal representative shall come to the identity management agency to collect biometric and biometric information in accordance with Point b, Clause 1, Article 23 of the 2023 Law on Citizen Identification.
The legal representative of a person from the age of 06 to under 14 shall carry out the procedure for obtaining a citizen identification card on their behalf.
Thus, according to the above provisions, if a child under 06 years old has not yet been registered for birth, the legal representative shall carry out the procedure for obtaining a citizen identification card through the inter-agency procedures with birth registration on the public service portal, national identity application or directly at the identity management agency. The identity management agency shall not collect biometric and biometric information for children under 06 years old.

4 Registering for Birth and Health Insurance Card at the Same Time for Children Under 06 Years Old on VNeID
According to Decree 63/2024/ND-CP on the implementation of electronic inter-agency administrative procedures: Registration of birth, residence registration, and issuance of health insurance cards for children under 06 years old.
Specifically, the requester accesses the National Public Service Portal (at dichvucong.gov.vn) or the VNeID application, selects the item “Inter-agency public service for birth registration and death registration” to carry out the online application and pay the fee as prescribed.
The provincial-level administrative procedure handling system receives the birth registration application from the Inter-agency Public Service Software. Then, an appointment for the result will be sent to the requester via the National Public Service Portal, VNeID application, and SMS.
The time limit for handling the group of inter-agency administrative procedures “Registration of birth, residence registration, and issuance of health insurance cards for children under 6 years old” shall not exceed 03 working days from the date of receipt of a valid dossier by the competent authority, and in cases where verification is required, it shall not exceed 05 working days.
If the application is received after 15:00, the time will be counted from the next working day.
In case the competent authority to handle administrative procedures is late for the appointment, it must apologize and reschedule the appointment for the result for the requester via the National Public Service Portal, VNeID application, and SMS, clearly stating the reason for the delay and the rescheduled appointment.
