Becoming a member of the Communist Party of Vietnam is a great honor for every citizen. However, for various reasons, there may be cases where a member wishes to withdraw from the organization. To help you better understand the process, procedures, and conditions for leaving the Party, please refer to the following article.

1. Conditions for Admission to the Party

According to the Party Charter, individuals must meet the following basic conditions to be eligible for admission into the Party:

Age Requirement

– At the time of consideration by the Party branch, the applicant must be between 18 and 60 years old (calculated by month).

– The admission of individuals over 60 years old shall be considered and decided by the Party committee directly under the Central Committee, and they must meet the following conditions:

+ Good health and reputation

+ Currently working or residing in a base without a Party organization, or where there are no other Party members; or in special cases

+ Approved in writing by the Standing Committee of the Party Committee directly under the Central Committee before the authorized Party committee makes the admission decision

Education Requirement

– The applicant must have at least a secondary school diploma or its equivalent.

– For applicants living in mountainous, border, island, or remote areas with ethnic minorities and difficult socio-economic conditions, or fishermen who regularly work at sea and cannot meet the requirements specified in Point 1 of Regulation 29-QD/TW, a minimum primary school education is required.

– For applicants who are village elders, village heads, or individuals with high prestige living in mountainous, border, or island areas with ethnic minorities and difficult socio-economic conditions, or fishermen who regularly work at sea, a minimum literacy level in the national language is required, and they must be approved in writing by the Standing Committee of the Party Committee directly under the Central Committee before the authorized Party committee makes the admission decision.

Background Check

– The applicant must provide a complete, clear, and honest self-declaration of their background as required, and take responsibility for the content declared. If there is any information that the applicant does not understand or cannot remember accurately, they must report it to the Party branch.

When considering an individual for admission into the Party, the following people must undergo a background check: the applicant, the applicant’s biological parents or adoptive parents, the applicant’s spouse, and the applicant’s children who have full civil act capacity.

(6) Introduction by a Full-fledged Party Member

– In the case of youth within the age range of the Ho Chi Minh Communist Youth Union, the applicant must be a member of the Union and be introduced by the executive committee of the Union’s grassroots organization and a full-fledged Party member.

– In the case of agencies and enterprises where there is no Ho Chi Minh Communist Youth Union organization, the applicant must be a member of the labor union and be introduced by the executive committee of the labor union’s grassroots organization and a full-fledged Party member.

(7) Political Education (Participation in an Introductory Party Course)

Applicants must attend a political education course and obtain a certificate issued by the district-level political education center or equivalent; in places without a political education center, the certificate shall be issued by the Party committee authorized to admit Party members.

(8) Application for Party Membership

Applicants must personally write an application, clearly expressing their understanding of the Party’s purpose and ideals, as well as their motivation for joining the Party.

2. Voluntary Withdrawal from the Party

According to Section 11.2 of the Guidance on the Implementation of the Party Charter (Document No. 01-HD/TW, 2016) issued by the Central Committee, the following provisions apply to the case of voluntary withdrawal from the Party:

For Party Members Who Voluntarily Wish to Leave the Party

  • Only consider allowing members to leave the Party if they have not violated Party ethics. If there has been a violation, disciplinary action must be taken first, followed by consideration for withdrawal.
  • Party members wishing to leave must submit a written request, stating their reasons, and report to the Party branch.
  • The Party branch, Party committee (if any), and Party unit at the grassroots level shall consider the request, report to the authorized Party committee for consideration and decision, and then proceed with the necessary procedures to remove the member’s name from the Party membership list.
  • The Party unit authorized to admit and expel Party members shall make the decision to remove the member’s name from the Party membership list.

Only consider allowing members to leave the Party if they have not violated Party ethics

In cases where a Party member has been allowed to leave the Party by the authorized Party committee, if they wish to obtain a certificate confirming their Party membership duration, the authorized Party committee shall consider and issue a “Certificate of Party Membership Duration” to that person.

In summary, for a Party member to be allowed to leave the Party, they must meet the following requirements: they must not have violated Party ethics. If a Party member wishing to leave has violated Party ethics, disciplinary action must be taken before allowing them to leave. The member must submit a written request to leave the Party, stating their reasons, and report to the Party branch where they are active.

3. Procedure for Voluntary Withdrawal from the Party

The following steps outline the procedure for voluntary withdrawal from the Party:

Step 1: The Party member reports to the Party branch where they are active about their intention to leave the Party.

Step 2: The Party member writes a request to leave the Party, stating their reasons.

Step 3: The Party branch, Party committee (if any), and Party unit at the grassroots level consider the request to leave the Party, report to the authorized Party committee for consideration and decision, and then proceed with the necessary procedures to remove the member’s name from the Party membership list.

In the case of a Party member who has not violated any rules and wishes to leave the Party voluntarily, a standard form for requesting to leave the Party shall be used.

If the request is approved, the Executive Committee shall issue a decision approving the request to leave the Party and allowing the member to leave the Communist Party of Vietnam. Additionally, if the Party member has been allowed to leave the Party by the authorized Party committee and wishes to obtain a certificate confirming their Party membership duration, the authorized Party committee shall consider and issue a “Certificate of Party Membership Duration” to that person.

4. Can a Former Party Member Be Readmitted?

According to Section 3.5 of Regulation 29-QD/TW, 2016, on the implementation of the Party Charter, issued by the Central Committee, the following provisions apply to the readmission of former Party members:

3.5.1- Conditions for Readmission

a) The applicant must meet the conditions and standards for Party membership specified in Article 1 of the Party Charter.

b) At least 36 months must have passed since leaving the Party (or 60 months in the case of a person sentenced for a less serious crime who has had their criminal record expunged). The applicant must submit a written request for readmission into the Party and must be approved in writing by the Standing Committee of the Provincial or City Party Committee (or equivalent); the Party committee with admission authority (District Party Committee or equivalent) shall consider and decide on the readmission.

c) The applicant must follow the procedures specified in Items 1, 2, and 3 of Article 4 of the Party Charter.

3.5.2- Cases Not Considered for Readmission

Readmission will not be considered for individuals who left the Party for the following reasons: voluntarily discontinuing Party activities; submitting a request to leave the Party (except in cases of special family circumstances); causing serious internal disunity; being convicted of corruption; or being sentenced for a serious crime or more severe offense.

3.5.3- Readmission Allowed Only Once
