However, it requires a lot of time and effort to be able to perform.

Keep the old cords, replace the blind slats using glue
First, you need to remove the broken blind slats from the blind. Use a knife to split the new bamboo slat into two parts. Glue the two parts of the newly split slat in the correct position of the broken slat using wood glue or 502 glue.
The advantage is that it is a very quick process. However, if the blind is immersed in water, the blind slats may separate, in this case, you just need to use 502 glue to fix it.
