However, many people don’t fully understand what health insurance is and the benefits of having it. So, today we will answer your questions about health insurance in the following article.

What is Health Insurance?

Health insurance is a type of insurance in the field of community care provided by government agencies to protect the health care needs of the people, not for profit.

When people participate in health insurance, they will be reimbursed for a portion or all of their medical expenses, helping to reduce health care costs and other expenses related to treatment, recovery, etc., in cases of accidents or illnesses.

Who Can Participate in Health Insurance?

There are currently two types of health insurance: compulsory health insurance and voluntary health insurance. Compulsory health insurance includes groups of people who are required to participate according to Article 12 of the Law on Health Insurance in 2008, amended and supplemented in 2014, as follows:

Group by employees and employers;

Group by the social insurance agency;

Group by the state budget;

Group with state budget support for premiums;

Group participating in health insurance as a household includes family members, except for those specified in Articles 1, 2, 3, and 4 of this Law.

Participation in health insurance for those not falling into the above categories is voluntary.

Benefits of Health Insurance

People who participate in health insurance will receive the following benefits according to the Law on Health Insurance:

Be issued a health insurance card by the Social Insurance Agency after enrolling in health insurance.

Choose a convenient medical facility near your home or workplace as directed by the Social Insurance Agency to register for primary health care. In addition, participants can change their primary registration every quarter.

Receive medical examinations and have the Social Insurance Agency pay for a portion or all of the medical expenses, depending on the object and the health condition of the participant, as stipulated in the Health Insurance Law. Specifically:

– 100% of medical expenses for the following subjects:

Children under 6 years old, people with revolutionary merits, and those working in the People’s Public Security and People’s Army forces.

Cases with total medical expenses in 1 time lower than 15% of the base salary.

Participants with continuous health insurance for 5 years or more from the time of proper medical examination and cumulative co-payment of medical examination expenses in the year greater than 6 months of base salary.

– 95% of medical expenses for the following subjects:

People receiving pensions, people entitled to social assistance, and those receiving monthly allowances for loss of labor capacity. People from poor households.

Ethnic minorities living in areas with difficult socio-economic conditions and the next of kin of martyrs.

– 80% of medical expenses for participants in health insurance not belonging to the above subjects.

Get information about the health insurance regime from the Health Insurance Agency, health insurance medical facilities, and related agencies.

File complaints and denounce violations of the law on health insurance.

Where to Buy Health Insurance?

There are several ways and places to buy health insurance, depending on the subject. Specifically:

– For students: The school will register them for health insurance right at the place of study. Students need to have documents such as student ID cards, ID cards/citizen ID cards, and other personal documents when enrolling in health insurance.

– For households: They can register for health insurance at state agencies such as the People’s Committee of the commune, ward, or town of residence. When registering for health insurance, households need to prepare the following documents:

Enrollment form for health insurance according to the template (the template will be available at the registration offices).

A list of household members participating in health insurance according to the template.

Notarized copy of the household registration book.

Original or copy of the health insurance card for those who already have it (if any).

For other individuals, agencies, businesses, and organizations will support health insurance enrollment at the unit where they work.
