According to Article 26 of the 2014 Law on Citizen Identification and Article 16 of Circular No. 07/2016/TT-BCA, until the National Database on Population and Citizen Identification Database are operational, the principles for receiving CCCD applications are as follows:
– CCCD Management Agency of the Public Security at the district level and equivalent administrative units will receive and process applications for CCCD issuance, replacement, and reissuance for citizens with permanent residence registration in that locality.
– CCCD Management Agency of the Public Security at the provincial level will receive and process applications for CCCD issuance, replacement, and reissuance for citizens with permanent residence registration within the province or centrally-run city; cases of CCCD replacement as specified in points a and b, Clause 1, Article 23 of the Law on Citizen Identification; and CCCD reissuance for citizens with permanent residence registration in other provinces or centrally-run cities.
– CCCD Management Agency of the Ministry of Public Security will receive applications for CCCD replacement upon citizen request and other special cases decided by the head of the CCCD Management Agency of the Ministry of Public Security.

2. Procedures for CCCD Chip Issuance
Steps to Convert Old CMND/CCCD to CCCD Chip
For a smoother process, citizens should contact competent authorities such as people’s committees at different levels to inquire about the procedures for converting old CMND/CCCD to CCCD chips.
Directly at the Social Order and Administrative Management Police Team
– Option 1: Citizens can go directly to the Social Order and Administrative Management Police Team of the Public Security at the district level or the Department of Receiving and Returning Results at the district level (if the district where the citizen resides has implemented the CCCD chip program) whether or not they intend to change their information or distinctive features on the CCCD.
– Option 2: To save time, you can fill out the electronic declaration form on the National Public Security Service Portal (applicable only if there is no change in citizen information or if the change has already been updated in the National Database on Population).

Procedures for converting CMND to CCCD chip
When applying for CCCD, citizens must present their old CMND/CCCD barcode that has been issued. For added convenience, citizens can also bring their household registration book or other personal documents (such as birth certificates or passports).
Next, the responsible officer will verify and cross-reference the citizen’s information from the CCCD Information Receipt Form in the CCCD issuance software, which has been updated and synchronized with the National Database on Population, to identify the person and agree on the citizen’s information.
Note: If there is a change in the citizen’s information that has not been updated in the National Database on Population, the relevant legal documents for the changed information must be presented.
Once the officer has verified that the conditions and procedures are met, they will proceed with taking the citizen’s photo, collecting their fingerprints (via the fingerprint collection machine), and recording their distinctive features. If a finger is missing, deformed, or has a disability that prevents fingerprint collection, the specific details will be recorded in the corresponding finger field.
The collected data will be printed on the CCCD Information Receipt Form and the CCCD card as per regulations.
Citizens pay the prescribed CCCD fee
Circular 112/2020/TT-BTC stipulates that from January 1, 2021, to June 30, 2021, the fee for Citizen Identification with a chip is 50% of the fee specified in “Article 4 of Circular No. 59/2019/TT-BTC (Regulations on collection, payment, and management of fees for Citizen Identification)”.
Starting from July 1, 2021, the above fee will be adjusted according to Circular 59/2019/TT-BTC.
For the conversion from 9-digit or 12-digit CMND to CCCD, the fee from January 1, 2021, to June 30, 2021, is VND 15,000/CCCD card. The fee from July 1, 2021, is VND 30,000/CCCD card.

For CCCD replacement due to damage, changes in given name, middle name, surname, distinctive features, gender reassignment, hometown, or errors on the card, or upon citizen request, the fee from January 1, 2021, to June 30, 2021, is VND 25,000/CCCD card. For CCCD reissuance due to loss of CCCD card or restoration of Vietnamese nationality as prescribed by the Law on Vietnamese Nationality, the fee from January 1, 2021, to June 30, 2021, is VND 35,000/CCCD card. The fee from July 1, 2021, is VND 70,000/CCCD card.
Cases of fee exemption
- CCCD replacement due to state-mandated changes in administrative boundaries.
- CCCD replacement or reissuance for citizens who are fathers, mothers, wives, husbands, or children under 18 years old of martyrs; wounded soldiers or those entitled to the same benefits as wounded soldiers; children under 18 years old of wounded soldiers and those entitled to the same benefits as wounded soldiers; war invalids; citizens with permanent residence in border communes; citizens with permanent residence in island districts; ethnic minorities in communes with particularly difficult socio-economic conditions; citizens from poor households as prescribed by law.
- CCCD replacement or reissuance for orphans under 18 years old with no guardians.
- Citizens from the age of 14 who apply for CCCD issuance for the first time as prescribed in Clause 1, Article 19, and Clause 2, Article 32 of the Law on Citizen Identification.
- CCCD replacement upon reaching the age of replacement as prescribed in Article 21 and Point a, Clause 3, Article 32 of the Law on Citizen Identification.
- CCCD replacement due to errors on the card caused by the CCCD Management Agency.
Issuance of CCCD receipt with chip
– Case 1: If the citizen chooses to receive the new CCCD with a chip at the registration agency:

– Case 2: If the citizen requests delivery of the CCCD to a specified address:
The CCCD Management Agency will coordinate with the postal service to deliver the CCCD by mail, and the citizen must pay the postage as prescribed.

According to the 2014 Law on Citizen Identification, there is no requirement for citizens to return to their place of permanent residence registration to obtain a Citizen Identification card.
