After a long period of lockdown, Ho Chi Minh City is showing positive signs of recovery. Good news for everyone – from October 1st, the Department of Transport has finalized plans to allow people to return to the city. To ensure effective COVID-19 prevention measures, individuals who meet certain criteria and are considered priority cases will be permitted to travel to and from Ho Chi Minh City.
1 Medical Appointments
During the lockdown, travel restrictions and overwhelmed hospitals meant that many people were unable to access healthcare services. This led to a rise in untreated chronic conditions and a potential risk to public health, especially in urgent cases requiring immediate medical attention.
Ho Chi Minh City’s Department of Transport allows residents from other provinces to enter the city for medical treatment
To address this issue, the Department of Transport has developed a special plan to facilitate the return of residents to the city, prioritizing essential needs such as medical check-ups and treatments. This plan outlines the necessary documents and precautions individuals must take for a smooth journey.
For those with medical appointments, the following preparations are required:
- A negative test result valid within 72 hours.
- A scheduled appointment confirmation from a Ho Chi Minh City hospital.
- A local government confirmation (ward level) with details of the patient, driver, and vehicle used for transportation.
In case of emergencies:
- A transfer letter from a provincial hospital to a Ho Chi Minh City hospital is required.
Individuals with medical needs will be accommodated for smooth travel. However, it is crucial to strictly adhere to COVID-19 prevention measures to ensure the safety of the community and reduce the risk of outbreaks, which have caused disruptions in the city recently.
Residents from other provinces visiting Ho Chi Minh City for medical appointments must comply with COVID-19 prevention regulations
The Department of Transport advises individuals with non-essential travel plans to reconsider. While residents can easily enter the city for medical purposes, they may face quarantine requirements upon returning to their hometowns.
2 Goods Transportation
To ensure a steady supply of essential goods, the plan also outlines permission for vehicles transporting food and other necessities to travel inter-provincially through Ho Chi Minh City, provided they meet the following criteria:
- Vehicles must have a QR code issued by the Department of Transport to the managing company.
- Vehicles must not stop along the route, except in cases of technical issues or driver health emergencies.
- Drivers, staff, and managers involved in the operation must undergo regular testing.
Green lane trucks are permitted to travel inter-provincially through the epidemic area
Monitoring and supervision will be delegated to the managing companies to facilitate their business operations. Additionally, the Department of Transport will conduct regular checks to ensure compliance with regulations. Deputy Director of the Department of Transport, Mr. Phan Cong Bang, emphasized that companies exploiting the green lane to break the rules or illegally transport people into quarantine areas will face strict legal consequences.
3 Workers Returning to Ho Chi Minh City
For workers from other provinces who wish to return to Ho Chi Minh City for work, the Department has agreed to implement measures to ensure their safe inter-provincial travel to the quarantine area.
Specifically, companies must inform the Department of Transport about employees who need transportation so that they can be issued QR codes. This information will be shared with the workers’ home provinces, and coordinated transportation will be arranged.
The final destination will be either the Mien Dong or Mien Tay Bus Stations, from where individuals can choose their mode of transportation to their residence. Approved transportation methods include:
- Shuttle buses registered by the company (if available).
- Taxis authorized by the Department of Transport.
While there are still restrictions on welcoming people back to the city, the efforts of the Department of Transport and relevant authorities are evident in their attempt to restore social stability after the lockdown. In the near future, the plan will be further refined to gradually help residents return to their normal lives.
