Is It Okay to Use Your Old National ID Card While Waiting for the New Chip-Based CCCD?

Vietnam is currently in the process of transitioning to a new identification system, and one of the procedures for obtaining the new chip-based Citizen Identification Card (CCCD) is to cut the corners of the old Identification Card (CMND).

Regulations on Cutting Corners of Old CMND when Issuing New CCCD

According to Circular 40/2019/TT-BCA, Article 15 specifies the regulations on cutting the corners of the CMND and CCCD as follows:

For 9-digit Identification Cards:

If the 9-digit Identification Card is still clear (photo, Identification number, and text), a receipt for the Citizen Identification Card will be issued, along with the uncut Identification Card, for citizens to use while waiting for the Citizen Identification Card. When the Citizen Identification Card is returned, the receiving officer will request the citizen to submit the receipt and the uncut Identification Card. The officer will then cut the top right corner of the front of the Identification Card, with each side of the square corner being 2cm long, record it in the file, and return the cut Identification Card to the citizen.

If the citizen requests the Citizen Identification Card to be delivered to a specified address, the citizen identity management agency receiving the application will cut the corner and return the cut Identification Card immediately after receiving the citizen’s application.

In case the 9-digit Identification Card is damaged, peeled, or unclear (photo, Identification number, and text), it shall be collected and destroyed, recorded in the file, and a Confirmation of Identification Number shall be issued.

For 12-digit Identification Cards:

If the 12-digit Identification Card is still clear (photo, Identification number, and text), a receipt for the Citizen Identification Card will be issued, along with the uncut Identification Card, for citizens to use while waiting for the Citizen Identification Card. When the Citizen Identification Card is returned, the receiving officer will request the citizen to submit the receipt and the uncut Identification Card. The officer will then cut the top right corner of the front of the Identification Card, with each side of the square corner being 1.5cm long, record it in the file, and return the cut Identification Card to the citizen.

In case the 12-digit Identification Card is damaged, peeled, or unclear (photo, Identification number, and text), it shall be collected and destroyed, recorded in the file, and a Confirmation of Identification Number shall be issued.
