Heat a pan over the stove and add lard. When the lard is hot, add the crushed garlic and shallots, and cook until golden. Then, add the chopped chili, green onion, 5 tablespoons of water, 5 tablespoons of sugar, and 3 tablespoons of fish sauce. Braise over medium heat until the mixture thickens.

Finally, add the marinated cow-tongue fish to the pan and stir to combine. Braise over medium heat for about 10 minutes, or until the fish is fully cooked.
