Penalties for Violating Covid-19 Prevention and Control Measures
According to Article 12 of Decree No. 117/2020/ND-CP, individuals who fail to wear masks in public places or maintain the required distance will be subject to fines ranging from 1,000,000 VND to 3,000,000 VND.
Improper Disposal of Used Masks
Individuals who improperly dispose of used masks will be fined according to the following regulations:
- A maximum fine of 1,000,000 VND for littering in public places.
- A maximum fine of 2,000,000 VND for littering on sidewalks or streets.
Failing to Declare or Declare Dishonestly Covid-19 Status
Individuals who fail to declare or hide Covid-19 patients who are relatives or themselves, or make false declarations, will be fined from 10,000,000 VND to 20,000,000 VND. Additionally, failure to declare health that leads to serious consequences may result in a fine from 50,000,000 VND to 200,000,000 VND or imprisonment from 1 to 5 years.
Failing to Comply with Medical Testing Requirements by Competent Health Authorities
Individuals who fail to comply with the medical testing requirements by competent health authorities will be fined from 1,000,000 VND to 3,000,000 VND.
Refusing or Evading the Application of Medical Isolation Measures, Mandatory Medical Isolation
Individuals who refuse or evade the application of medical isolation measures, mandatory medical isolation may face a fine of up to 20,000,000 VND, imprisonment of up to 12 years, and a maximum administrative fine of up to 100,000,000 VND.
Interfering with the Performance of Duties in Covid-19 Prevention and Control
Individuals who interfere with people performing their duties in pandemic prevention and control may face imprisonment for up to 7 years.
Not Suspending Operations Despite the Decision, Causing Losses in Epidemic Prevention
Businesses and services that do not suspend operations despite the decision to prevent the epidemic and cause losses of over 100,000,000 VND may face imprisonment for up to 12 years, a maximum fine of 50,000,000 VND, and prohibition from holding office or performing certain jobs for 1 to 5 years.
Refusing, Evading or Not Complying with Medical Isolation Measures, Mandatory Medical Isolation
Individuals who refuse, evade, or do not comply with medical isolation measures, mandatory medical isolation may be fined up to 20,000,000 VND, face imprisonment for up to 12 years, and a maximum administrative fine of up to 100,000,000 VND.
Escape from Isolation or Failure to Comply with Isolation Regulations, Causing Damage of Over 100,000,000 VND
Individuals who escape from isolation or fail to comply with isolation regulations, causing damage of over 100,000,000 VND may face imprisonment for up to 12 years, a maximum fine of 50,000,000 VND, and prohibition from holding office or performing certain jobs for 1 to 5 years.
Concealing, Not Declaring Health, Not Fully Declaring or Making False Declarations
Individuals who conceal, do not declare health, do not fully declare, or make false declarations may face imprisonment for up to 12 years, a maximum fine of 100,000,000 VND, and prohibition from holding office or performing certain jobs for 1 to 5 years.
Punishment for Spreading Fake Information about Covid-19 Situation
Individuals who spread false information about the Covid-19 situation may be fined up to 15,000,000 VND, face imprisonment for up to 7 years, and a maximum fine of 200,000,000 VND. They may also be prohibited from holding office or performing certain jobs for 1 to 5 years.
Obstruction of Persons Performing Duties in Covid-19 Prevention
Individuals who obstruct people performing their duties in pandemic prevention may face imprisonment for up to 7 years.

Businesses and services that do not suspend operations despite the decision to prevent the epidemic and cause losses of over 100,000,000 VND may face imprisonment for up to 12 years, a maximum fine of 50,000,000 VND, and prohibition from holding office or performing certain jobs for 1 to 5 years.
Exploiting Scarcity or Creating Artificial Scarcity to Hoard Goods
Individuals who take advantage of the Covid-19 pandemic to set unreasonable selling prices or sell at higher prices than the listed prices may face imprisonment for up to 15 years, a maximum fine of 200,000,000 VND, and prohibition from holding office or performing certain jobs for 1 to 5 years.
Providing, Sharing False Information about Epidemic Prevention, Medicinal Use, and Medical Supplies
Individuals who provide or share false information about epidemic prevention, medicinal use, and medical supplies may face a maximum fine of 20,000,000 VND (for individuals) or 40,000,000 VND (for organizations) in accordance with Decree No. 117/2020/ND-CP.
Obliged Persons in Preventing and Controlling Epidemics, but Not Implementing or Implementing Untimely
People responsible for epidemic prevention and control but fail to implement or implement preventive measures untimely may face imprisonment for up to 12 years and be barred from holding office, engaging in a profession, or performing a certain job for 1 to 5 years.
