What is the Identity Card?
The Identity Card, as defined in the Law on Identity Cards No. 26/2023/QH15 promulgated on November 27, 2023, and taking effect from July 1, 2024, is a new type of identification card for Vietnamese citizens. It will replace the current citizen identification card and include additional integrated information.
According to Article 3, Section 11 of the 2023 Law on Identity Cards, the Identity Card is an official identification document issued by the public security authorities. It contains biometric and other essential personal information, such as biographical and pedigree details, to uniquely identify individuals.
The information on the Identity Card is categorized into two types:
(1) Information printed on the card includes: Photograph, identification number, full name (including middle name), date of birth, gender, place of birth registration, nationality, and residence.
(2) Information stored in a QR code printed on the back of the card includes: Biometric data such as facial image, DNA profile, fingerprints, and iris patterns.
The Identity Card serves as both a proof of identity and a testament to the rights and responsibilities of citizens towards the nation. It can be used for administrative procedures, e-government services, and other transactions or activities that require identification within the territory of Vietnam.

When is it mandatory to switch from the Citizen Identity Card to the Identity Card?
Article 24 of the Law on Identity Cards outlines the cases for issuing a new Identity Card, including:
– The cases specified in Article 21, Section 1 of this Law (Vietnamese citizens who have been issued an Identity Card must apply for a new one when they reach the ages of 14, 25, 40, and 60. Identity Cards issued or renewed within two years before reaching these ages are valid until the next age threshold for renewal.)
– Changes or corrections to information regarding name (first, middle, or last), date of birth, or gender;
– Alterations in physical appearance, additional fingerprint or facial recognition data, gender reassignment, or other biometric updates as per legal requirements;
– Errors or inaccuracies in the printed information on the Identity Card;
– Requests by the cardholder when their residential address changes due to administrative redistricting;
– Reestablishment of an individual’s identification number;
– Other requests made by the cardholder.
Additionally, the following cases require the reissue of an Identity Card:
– Loss or damage of the Identity Card, except in cases specified in Article 21 of this Law;
– Regaining Vietnamese citizenship according to the Law on Vietnamese Nationality.
The following cases require the reissue of an Identity Card:
– Loss or damage of the Identity Card, except in cases specified in Article 21 of this Law;
– Regaining Vietnamese citizenship in accordance with the Law on Vietnamese Nationality.
Article 46 of the Law on Identity Cards outlines the transition period from the old identification system to the new Identity Card system:
1. Identity Cards issued before the effective date of this Law remain valid until the expiration date printed on the card. Citizens may choose to apply for a new Identity Card during this period.
2. Certificates of citizenship that remain valid until after December 31, 2024, will be honored until that date. Any legal documents issued using information from these certificates will remain valid, and citizens will not be required to update their information due to the transition to the new Identity Card system.
3. Identity Cards and Certificates of Citizenship that expire between January 15, 2024, and June 30, 2024, will remain valid until June 30, 2024.
4. References to the use of Identity Cards or Certificates of Citizenship in legal documents issued before the effective date of this Law shall be interpreted as referring to the Identity Card as defined in this Law until such legal documents are amended, supplemented, or replaced.
According to the above provisions, only those who fall under the cases mentioned in Article 24 of the Law on Identity Cards or have expired Citizen Identity Cards need to apply for the new Identity Card. Therefore, the information stating that citizens must switch to the new Identity Card from May 15, 2025, is incorrect. The switch is not mandatory, and citizens can choose to do so if they wish, or they can continue using their valid Citizen Identity Cards.
