1. The current status of health insurance and social insurance

The Social Insurance of Vietnam has guided citizens on how to register for health insurance and obtain a health insurance card (for those who only participate in health insurance) through online channels, such as the National Public Service Portal or the Social Insurance Public Service Portal of Vietnam, which is quick and convenient, with simple steps.

Currently, the awareness of the population about health insurance has greatly increased. Most people want to participate in these types of insurance to ensure the well-being and health of themselves and their families.

As of September 2023, the Social Insurance Agencies have processed more than 127 million medical visits through health insurance (an increase of nearly 20% compared to the previous year), equivalent to an estimated spending of around 90 trillion Vietnamese dong on medical visits through health insurance (an increase of more than 13,600 billion Vietnamese dong, a 15.6% increase compared to the same period last year).

2. How to enroll for health insurance online on the Social Insurance Public Service Portal of Vietnam

Step 1. Visit the Social Insurance Public Service Portal of Vietnam through the link https://dichvucong.baohiemxahoi.gov.vn > Select the individual as the target, fill in the information, and click “Login”

Step 2. Select “ELECTRONIC SOCIAL INSURANCE ENROLLMENT”

Step 3. Then, choose “Registration for enrollment and issuance of health insurance card”, and the screen will display the required information.

Step 4. Next, you need to provide the required information, including:

Detailed information about the head of the household
Information about the family members
Fill in the number of months for health insurance enrollment

After you have provided all the required information, click “Confirm”. The system will automatically verify the information you entered with the national population database. If the information is not accurate, you will be asked to make corrections and update the information accordingly.

Once the information is complete, the system will automatically generate the health insurance participation data and estimate the amount to be paid (after deduction) according to the regulations of the state.

Step 5. At this point, you can choose the healthcare facility for medical treatment.

Step 6. Fill in the information for receiving the paper health insurance card.

Step 7. Payment

Select the receiving bank of the Social Insurance Agency (the bank where the payment will be received), and then select “Payment” to proceed.
Select your bank. For example, if you are using SHB Bank, click “Payment”.

Fill in the required information and click “Continue”. Then enter the OTP (one-time password) sent by your bank and click “Confirm” to complete the transaction.

Step 8. Verification

If you want to check the payment history of health insurance, select “Check the electronic social insurance payment history / The history of health insurance participation by household” on the left side of the homepage.

3. How to enroll for health insurance online on the National Public Service Portal

Step 1. Log in to the National Public Service Portal through the link https://dichvucong.gov.vn using your registered account. If you don’t have an account, click “Register” and follow the instructions.

Step 2. Click on “Online public services” > Select “Ministry” > “Vietnam Social Insurance”.

Step 3. Select the public service: “Registration for enrollment and issuance of health insurance card for those who only participate in health insurance” > “Submit online”.

Step 4. Participants fill in and submit the registration form for enrollment and issuance of health insurance card for those who only participate in health insurance.

Step 5. The browser will redirect to the information portal of the Vietnam Social Insurance. You can proceed with the steps starting from Step 3 in Section 2!
