After purchasing the sea urchins, use scissors to trim the sharp spines around the edges. Then, use a knife to cut a circular opening at the mouth of each sea urchin. Pour out and discard the liquid inside, rinse the sea urchins thoroughly, and set them aside to drain. Once they are dry, use a spoon to scoop out the roe (orange part) into a bowl.
Wash and finely chop the spring onions. Peel and mince the shallots and garlic.

Heat a pot over medium heat and add the rice. Toast the rice, stirring frequently, for 2-3 minutes until it turns a golden brown color. Be careful not to burn the rice.

In the pot with the toasted rice, add 200-300ml of water, ensuring the water level is about one finger joint above the rice. Bring it to a boil and let it simmer. After a while, season the porridge with 1 teaspoon of salt, 2 teaspoons of fish sauce, and 2 teaspoons of sugar. Add the sea urchin roe and spring onions, stirring well to combine.
Once the porridge is cooked to your desired consistency, add the fried garlic and shallots, then turn off the heat.
