Based on Article 14 of Decree No. 137/2015/ND-CP, the procedure for issuing a personal identification number to citizens is as follows:

In cases where the electronic household registration database is connected to the national population database, when receiving sufficient documents to register birth, the management agency, household registration authority immediately transfers the information of the registered person to the national population database. The information to be collected includes the last name, middle name, and full name at birth, date, month, year of birth, gender, place of birth registration, hometown, ethnicity, nationality, and the full name and nationality of the father, mother or legal representative.
In cases where the national population database is not operational or the electronic household registration database is not connected to the national population database, the management agency, household registration authority immediately transfers the information as prescribed to the national population database via the internet. The management agency of the national population database grants access accounts to the household registration authorities and transfers the personal identification number of the citizen upon receiving the birth information via the Internet.

In case the citizen has registered a birth but has not been issued a personal identification number, the management agency of the national population database establishes a personal identification number for the citizen based on the available information in the national population database.

Therefore, parents can check the child’s identification number on the birth certificate or contact the local police in the area where the child’s birth certificate was registered for timely assistance.

Look up on the Citizen Identity Card: For those who have the Citizen Identity Card, your personal identification number is the 12-digit number on the Citizen Identity Card.
Look up on the Online Residential Administration Portal for those who do not have the Citizen Identity Card:

Step 1: Access the Online Residential Administration Portal on the Internet and then select “Login.”

Step 2: Use your national online service portal account to log in.

Step 3: On the homepage, click on the “RESIDENCE” icon to start the process of looking up your personal identification number
