2 What to Do If Your National ID Card Is Incorrect
Card Replacement Procedure
According to Article 11 of Circular No. 59/2021/TT-BCA, the procedure for replacing or reissuing a National ID Card is as follows:
Visit the Social Order Administration Police Team for Social Security or the Public Security Reception and Result Return Division at the district level (if applicable) to fill out the National ID Card Application Form.
Alternatively, you can complete the electronic application form on the public service portal website.
After submitting your application, the officer at the National ID Card management agency will take your photo and collect your fingerprints.
You will then be required to return your current National ID Card to the officer.
As per Circular No. 59/2019/TT-BTC, if the error on the National ID Card with a chip is due to the mistake of the National ID Card management agency, there is no fee for replacing the card. However, if the error is the cardholder’s fault, the fee for replacing the National ID Card with a chip is 50,000 VND per card.

Case: The QR Code on the National ID Card with a Chip Does Not Display the Old ID Number
If your old ID number is not displayed when scanning the QR code, it may be due to the absence of this information in your Population Information Collection Form. Here are two ways to address this issue:
Method 1: Use the ID Number Confirmation Letter
Regarding the issuance of the ID Number Confirmation Letter, Article 15 of Circular No. 07/2016/TT-BCA (amended and supplemented by Circular No. 40/2019/TT-BCA) stipulates the following:
-
Citizens will be issued an ID Number Confirmation Letter in all cases of transition from the old ID card to the new National ID Card.
-
When replacing the old 12-digit ID card with the new National ID Card, if the old ID card is damaged, peeled, or illegible (photo, ID number, and text), the citizen will be issued an ID Number Confirmation Letter.
Therefore, if the QR code on the National ID Card with a chip does not display the old ID number, citizens can use the ID Number Confirmation Letter for transactions and procedures requiring identification.
Method 2: Contact the Local Police where you applied for the National ID Card with a chip to request supplementing and updating your information.
Case: QR Code Doesn’t Display Old ID Number
Case: The National ID Card Number with a Chip Does Not Match the Information on Other Documents Due to a Number Change
When transitioning from the old ID card to the new National ID Card, the card number may change. As a result, some of your old documents may no longer match your new ID number. Here are the steps to take to rectify this situation:
-
Bank Account Information: When conducting transactions at the bank, present your ID Number Confirmation Letter or your old ID card with the corners cut off so that the bank can verify your information.
-
Social Insurance Information: Initiate a procedure to update your social insurance and health insurance information so that the Social Insurance Agency can update their database accordingly.
-
Notify the Tax Authority: According to Article 36, Clause 2 of the Law on Tax Administration 2019, taxpayers must directly notify the managing tax authority of any changes to their tax registration information (including changes to their ID card or National ID Card) within 10 working days from the date of such change.
