What is Family Health Insurance (FHI)?
FHI is a form of voluntary health insurance available to all family members listed in the household registration book or temporary residence book. It provides comprehensive healthcare coverage, excluding those already insured under other groups.
Required Documents for Enrollment
Electronic chip-embedded citizen identification card.
For family enrollment (to reduce fees): Household registration book, temporary residence book, residence confirmation (CT7/CT8), or residence information in the VNEID app.

Benefits and Coverage of FHI Voluntary Participation
Benefits
– Issuance of a health insurance card.
– Reimbursement for medical examination and treatment expenses within the scope of benefits and coverage specified on the health insurance card.
– Freedom to choose and change the registered primary healthcare facility at the beginning of each quarter.
Coverage
In case of on-line medical examination and treatment:
– 80% of medical examination and treatment expenses.
– 100% of medical examination and treatment expenses if examined at the commune level.
– 100% of medical examination and treatment expenses when the cost of a single examination or treatment is lower than 15% of the current base salary.
– 100% of medical examination and treatment expenses when the insured has a continuous participation period of 5 years or more and the amount of co-payment for medical examination and treatment expenses in the year is greater than 6 times the base salary.
In case of off-line medical examination and treatment:
– 40% of inpatient treatment expenses at central-level hospitals.
– 100% of inpatient treatment expenses at provincial-level hospitals.
– 100% of medical examination and treatment expenses at district-level hospitals.
Card Approval Time when Enrolling at The Gioi Di Dong/Mobile World
After enrollment, the health insurance card will be approved within 7-10 working days (excluding Saturdays, Sundays, and holidays).
If enrollment occurs from the 25th of the month, the approval time will be calculated from the 2nd of the following month.
Health Insurance Card Validity
– The health insurance card is valid for 3 months, 6 months, or 12 months, corresponding to the amount of health insurance paid.
– For first-time participants or those with an interruption of more than 3 months, the card is valid 30 days after payment.
– For those who have previously participated in FHI (including compulsory insurance), and wish to continue under the FHI scheme, the insurance fee must be paid at least 10 days before the expiration of the old card. The new card will be valid from the day after the old card expires.
– For those who pay after the card’s validity has expired but not more than 3 months, the card will be valid from the date of payment.
2 Voluntary Social Insurance
What is Voluntary Social Insurance (VSI)?
VSI is a type of social insurance organized by the state, where participants can choose their contribution level and payment method according to their financial situation and income.
The VSI scheme provides retirement and survivor benefits for those who are no longer able to work.
Eligibility and Required Documents for Enrollment
– Vietnamese citizens aged 15 years or older with an electronic chip-embedded citizen identification card.
– Not subject to compulsory social insurance participation.
VSI Participants
– Self-employed or freelance workers.
– Those who meet the age requirement but not the contribution period for retirement benefits.
VSI Contribution Amount and Payment Method
Payment Method
– Periodic payment by the number of months: 1 month, 3 months, 6 months, or 12 months.
– One-time payment for multiple years: Not exceeding 5 years.
– One-time payment for missing years: For participants who meet the age requirement for retirement benefits but have less than 10 years (120 months) of contributions, they can pay for the missing years to reach 20 years and be eligible for retirement benefits.
Contribution Amount = 22% x (Selected income level for VSI contribution) – (State support amount)
The monthly income level for VSI contribution is chosen by the participant, with a minimum of VND 1.5 million and a maximum of 20 times the base salary.
Benefits of VSI Participation
– Monthly retirement pension in old age, provided that the participant meets the age and contribution period requirements. The pension amount is calculated as a percentage of the average monthly income level during the contribution period. The pension is also adjusted according to consumer price indices and economic growth.
– Free health insurance card during the entire retirement pension receipt period. Discounts or waivers of fees when visiting public healthcare facilities.
– Partial financial support from the state for VSI participation. The support amount is calculated as a percentage of the monthly contribution amount, based on the rural poverty standard, for a maximum of 10 years.
– Funeral and survivor benefits in the event of death. The person arranging the funeral will receive an amount equal to 10 times the base salary of the month in which the participant died. The participant’s dependents will receive a one-time survivor benefit, calculated according to the number of years of contribution, with each year equaling 1.5 to 2 months of the average monthly income level during the contribution period.
– One-time social insurance benefit in special cases, such as the desire to discontinue participation, emigration, or suffering from life-threatening illnesses. The benefit amount is calculated according to the number of years of contribution, with each year equaling 1.5 to 2 months of the average monthly income level during the contribution period.
