In January 2021, the Prime Minister issued Decision 1368/QD-TTg approving the investment policy for the project on production, issuance, and management of Smart ID Cards with chips.

According to this decision, the Smart ID Card with a chip is a smart card that allows the integration of a large amount of diverse data, including insurance, driver’s licenses, and more. Through this Smart ID Card, government agencies, organizations, and units can identify and authenticate the owner’s identity, and it also serves as a key to access citizen information in the national database system.
The Smart ID Card with a chip is similar in size to an ATM card and has a metal contact point for data reading.

Who needs to get the Smart ID Card?
According to Clause 23 of the Law on Smart ID Cards 2014 and Clause 5 of Decree 05/1999/ND-CP, the following subjects are required to obtain a Smart ID Card before July 1, 2021:
– Citizens using Smart ID Cards with barcodes who are 25, 40, or 60 years old or have expired ID cards;
– Cards that are damaged and cannot be used;
– Changes in information such as surname, middle name, given name, or physical characteristics;
– Correction of gender or place of birth;
– Errors or inaccuracies in the information on the card;
– Lost or stolen Smart ID Cards or ID cards;
– Citizens using ID cards who change their registered permanent residence outside the province or centrally-run city;
– Those who have regained Vietnamese citizenship according to the Law on Vietnamese Nationality.
Individuals using ID cards and Smart ID Cards who do not comply with the regulations on the procedure for obtaining a Smart ID Card with a chip may be subject to penalties.

Where can I apply for the Smart ID Card with a chip?
The Smart ID Card management agency of the district-level public security authority and equivalent administrative units shall receive and process applications for the issuance, replacement, or re-issuance of Smart ID Cards for citizens with permanent or temporary residence registration in their respective localities.
The Smart ID Card management agency of the provincial-level public security authority shall receive and process applications for the issuance, replacement, or re-issuance of Smart ID Cards for citizens with permanent residence registration within the province or centrally-run city and for citizens who need to replace their Smart ID Cards as specified in Points a and b, Clause 1, Article 23 of the Law on Smart ID Cards, as well as for the re-issuance of Smart ID Cards for citizens with permanent residence registration in other provinces or centrally-run cities.
The Smart ID Card management agency of the Ministry of Public Security shall receive and process applications for the replacement of Smart ID Cards at the request of citizens and in other special cases decided by the head of the Smart ID Card management agency of the Ministry of Public Security.

What is the fee for obtaining the Smart ID Card with a chip?
Currently, due to the impact of the COVID-19 pandemic, the fee for the issuance of Smart ID Cards with chips is reduced by 50% until June 30, 2021. Therefore, the amount that citizens must pay when applying for the Smart ID Card is as follows:
- For those transitioning from a 9-digit or 12-digit ID card to a Smart ID Card: The fee is VND 15,000 until June 30, 2021, and VND 30,000 thereafter.
- For those replacing their Smart ID Card: The fee is VND 25,000 until June 30, 2021, and VND 50,000 thereafter.
- For re-issuance of a Smart ID Card due to loss or in the case of regaining Vietnamese citizenship: The fee is VND 35,000 until June 30, 2021, and VND 70,000 thereafter.
Cases of fee exemption:
- Replacement of Smart ID Cards due to changes in administrative boundaries as stipulated by the State
- Replacement or re-issuance of Smart ID Cards for citizens who are fathers, mothers, wives, husbands, or children under 18 years old of martyrs; war invalids and those who enjoy preferential treatment as war invalids; children under 18 years old of war invalids and those who enjoy preferential treatment as war invalids; wounded soldiers; citizens with permanent residence in border communes, district-level islands; ethnic minorities in communes with particularly difficult socio-economic conditions; citizens belonging to poor households as prescribed by law.

How long does it take to receive the Smart ID Card?
According to Clause 25 of the Law on Smart ID Cards 2014, from the date of receiving a complete application, the Smart ID Card management agency must issue, replace, or re-issue the Smart ID Card to the citizen within the following time limits:
- For cities and towns, no more than 07 working days for issuance and replacement, and no more than 15 working days for re-issuance.
- For mountainous, border, and island districts, no more than 20 working days for all cases.
