1 What is Voluntary Social Insurance?

Voluntary social insurance is a type of social insurance organized by the State, in which participants can choose the contribution level and payment method that suits their income.

Participants of voluntary social insurance include all Vietnamese citizens aged 15 and over, who are not subject to mandatory social insurance.

Methods and Timing of Contribution
There are 6 methods of joining voluntary SI:
- Pay monthly
- Pay every 3 months
- Pay every 6 months
- Pay annually
- Pay for more than 1 year, up to 5 years at a time
- Pay once for the remaining years, up to 10 years
Contribution Level
Clause 2, Article 87 of the 2014 Social Insurance Law stipulates that the contribution level for voluntary social insurance is 22% of the chosen income level. The minimum income level is based on the rural poverty line (VND 1,500,000/person/month) and the maximum is 20 times the basic salary (equivalent to VND 29,800,000/month).

Required Documents
- Declaration form for providing and changing information of SI and HI participants (Form TK1 – TS)
- List of voluntary SI participants (Form D05-TS)
- SI book (for those who have previously participated in SI)

Implementation Process
In case the participant pays directly to the SI agency
- Fill in the declaration form for participating and adjusting SI and HI information (Form TK1-TS) at point 1, item 2.3 (Component of the dossier) and submit it at the One-Door Division of the SI agency or at the HCC Service Center at all levels.
In case the participant pays directly to the Collection Agent
- Fill in the declaration form for participating and adjusting SI and HI information (Form TK1-TS) at point 1, item 2.3 (Component of the dossier) and item 2.4, and submit it to the Collection Agent.
- The Collection Agent shall establish a list of voluntary SI participants (form D05-TS) and submit the TK1-TS form of the participant to the SI agency.
In case the participant requests a refund of the voluntary SI contribution
- Prepare the dossier as prescribed at point b, item 1, item 2.3 (Component of the dossier), and submit it directly to the SI agency or the Collection Agent.
Procedure for Paying Voluntary Social Insurance
Implementation Methods
For participants paying directly to the SI agency: submit the dossier via public postal service or directly at the One-Door Division of the SI agency or the HCC Service Center at all levels.
For participants paying directly to the Collection Agent: submit the dossier directly to the Collection Agent.
For Collection Agents: in case of electronic transactions, the Collection Agent shall prepare the dossier using the declaration software of Vietnam Social Insurance or of the I-VAN Organization, then digitally sign the dossier and send it to the Vietnam Social Insurance Portal or via the I-VAN Organization.
Participants can choose 1 of the 3 following methods:
- Pay in cash to the SI agency (in case the participant pays directly to the SI agency);
- Pay in cash to the Collection Agent (in case the participant pays directly to the Collection Agent);
- Pay through a bank account or smart utility system according to the registered method (in all cases).
Participants paying directly to the SI agency: receive the result at the One-Door Division of the SI agency or at the HCC Service Center at all levels or via postal service.
Participants paying directly to the Collection Agent: receive the result at the Collection Agent.
Participants paying through a bank or smart utility system according to the registered method: receive the result according to the registered method.
