A Salute to the Brave: Honoring the Traditions of the People’s Self-Defense Forces on March 28th

March 28th is designated as the Traditional Day of the People’s Self-Defense Force, or Dân quân tự vệ, in Vietnam. According to Decree No. 7, Article 2, Clause 1: “March 28, 1935, was the day when the First Congress of the Indochinese Communist Party passed a resolution on organizing the People’s Self-Defense Force, and this date has been chosen as the traditional day for this armed force.”

1What is the People’s Self-Defense Force?

According to Clause 1, Article 2 of the 2019 Law on the People’s Self-Defense Force: “The People’s Self-Defense Force is an armed force of the people that does not detach from production and work. It is organized at the local level and called the Dân quân (People’s Army), and it is also organized in state agencies, political organizations, socio-political organizations, public non-business units, and economic organizations (hereinafter referred to as agencies and organizations) and called the Tự vệ (Self-Defense Force).”

The People’s Self-Defense Force consists of the following components:

• Local People’s Self-Defense Force.
• Mobile People’s Self-Defense Force.
• Full-time People’s Self-Defense Force.
• Maritime People’s Self-Defense Force.
• Air Defense, Artillery, Reconnaissance, Signal, Engineer, Chemical, and Medical People’s Self-Defense Forces.

1. March 28th is the Traditional Day of the People’s Self-Defense Force. We would like to express our gratitude and best wishes for good health to all comrades working in this sector and to the People’s Self-Defense Force members who are at the forefront of the fight against the pandemic. A message of solidarity from the front-line People’s Self-Defense Force members fighting the pandemic: Even as the whole country is stretched thin in the battle against COVID-19, the People’s Self-Defense Force quietly continues to serve those in quarantine to the best of their ability.

2. As Uncle Ho, or President Ho Chi Minh, once said: “The People’s Self-Defense Force is an invincible force, an iron wall of the nation. No matter how fierce the enemy is, once they encounter this force, this iron wall, they will surely be defeated.” We wish all members of the People’s Self-Defense Force a happy day and success in fulfilling their assigned tasks.

3. Today, March 28, 2021, marks the 86th anniversary of the establishment of the People’s Self-Defense Force. For the past 86 years, under the leadership of the Communist Party of Vietnam, with the attention and support of various levels, sectors, localities, and the people, the People’s Self-Defense Force has grown stronger and more mature, achieving numerous outstanding achievements. They have made significant contributions to the cause of national liberation and the present cause of building and defending the country. We wish for the continued strength of the People’s Self-Defense Force, always standing as an iron wall of the nation.
